본 연구는 시민들의 생활체육에 대한 관심의 증대와 여가활동에 대한 다양한 욕구에 부응하기 위한 공공체육시설의 확충 방향을 설정하고자 함에 그 목적이 있으며, 이를 위하여 서울시 생활체육 시설에 대한 수요와 관리운영 실태를 파악하고, 대상 부지 현황과 주변여건의 분석을 통하여 공공 체육시설 확충을 위한 향후 체육정책 방향과 과제를 제시하고자 한다. 본 연구의 자료 수집은 크게 2차에 걸쳐서 행해졌다. 1차 조사로 문헌 및 국·내외 자료는 시정 개발연구원, 서울시 생활체육과, 체육청소년부, 대한체육회, 서초도서관, 국회도서관, 교보문고의 천리안통신, 스포츠과학연구소를 직·간접적으로 방문하여 소장된 자료를 수집하는 방법으로 하였다. 2차 조사는 주로 GIS검색을 실시하였다. 본 연구를 통해 분석한 결과를 정리하면 다음과 같다. 첫째, 균형있는 체육시설을 확충하는 방안이다. - 체육시설의 양적 확충과 수적확보만을 정책에 일환으로 삼는 것이 아니라 질적인 활용도 측면을 고려하여 체육시설이 부족한 지역부터 우선적으로 공공체육시설을 확충해야 한다. - 도시계획법과 주택관리조항의 규정대로 도심공원조성시 체력단련장과 수영장, 테니스장 등의 설치를 의무화하여 도시계획 입안시 인구비례에 따라 일정면적의 체육시설용 택지를 지정하고, 공동주택단지 내에 인구비례에 따라 체육시설을 설치하도록 제도를 강화하여야 한다. - 현재 공공체육시설로 학교체육시설이 차지하는 비율이 60%이상을 상회하는 것으로 보아 앞으로 시설확충도 절실하지만 이들에 관한 활용도 제고가 더없이 절실하며, 지역 주민들을 위해 학교 체육시설을 적극 개방하는 것이 효율적이다. 둘째, 공공체육시설의 합리적인 운영체제가 요구된다. - 구민체육센터가 주축이 되어 해당지역의 체육시설을 파악하고 통합관리하면서 네트웍식 전산망을 구축하여 학교체육시설과 동네체육시설 그리고 구민체육센터와 국공유지와 도시공간유휴지를 적극 활용할 수 있는 지역 체육진흥추진센터를 적극 추진하여야 한다. - 학교체육시설의 효과적인 이용을 위하여 운동장협의회의 활성화를 모색하고 학교체육시설에 포함되어있는 체육관과 수영장, 테니스장을 주민들에게 개방하고 이에 따른 이용시간과 종목을 홍보하는 체제를 구축하여야 한다.

This study aimed to probe for the direction for the practical use of the public sports facility meeting citizens increasing interests in life sports and diversity of needs for leisure activities. The results obtained through the analysis of these primary and secondary data can be largely summarized as two points as follows ; Firstly, There should be the scheme for the expansion of the balanced sports facility. To refer to it in the concrete, ① The public athletic facility should be primary expanded from its insufficient areas. ② The related expansion system should be strengthened to set up the public sports facility in accordance with the proportion of population. ③ It is efficient to open up the school sports facility activity to local residents. Secondly, the reasonable operating of the public sports facility is required. To refer to it concretely, ① In order to construct the contry-wide computer network of the public sports facility, the local sports promotion center should be positively expedited that help local people make practical use of the school sports facility, the village sports facility, the neighborhood sports center, national and public land anathemize land of urban space, and so on. ② To make the efficient use of the school sports facility possible, the system to campaign the publicity concerning its use time and events should be constructed.
