Background of Sabuk Incident Viewed through the Coal Mine Disaster

In April 1980, miners at the Sabuk Mining Station located in Sabuk-eup, Jeongseon-gun, Gangwon-do under the Martial Law held violent demonstrations, e.g. Occupation of the Mining Station and stone-throwing battles against the police. Many hurt in the process, and one policeman was killed. Concerning this incident, the government and the press would bring into relief only the miners’ violence and messy situation, using the expressions, like “Sabuk rampage” and “An affair of bloodshed.” Later, attempts were made to evaluate it as “Sabuk Labor Uprising,” arguing that it would be necessary to examine the background in which the miners came to hold violent demonstrations from the exploitation structure. It is an undeniable fact that the causes of the occurrence of the miners’ demonstration were poor circumstances and exploitation structure. It is because cumulative complaints finally exploded. However, what is the background in which such an explosive way of complaint appeared as the occupation of the mining station and a ‘combat’ against the police? There are other elements of the occurrence of an explosion that might be expressed as an incident and disturbance under the martial law. In addition, this is the direct momentum of the outbreak of “resistance” in Sabuk, unlike in other mining stations that were in similar environments. This study considered the “accident in which miners were knocked down by the wheels” which took place on April 21, 1980 the decisive accident that made Sabuk Incident occur. Also, this study would examine the background in which the accident light a fire in a psychological powder keg in which the miners’ dissatisfaction had been accumulated through the miners’ ‘death.’ For this purpose, this study should first analyze the miners’ working conditions once again. Especially, this study proceeded with the discussion, focusing on coal mine disasters, especially, death disasters. The background of the occurrence of such death disasters would be important, and this study would briefly point out what the post-treatment processes were like. A coal mine was a place where accidents frequently occurred, and the co-workers working in there together were beings like fellow soldiers. It was an ordinary happening that miners met their death due to a disaster. Nevertheless, there was dissatisfaction. However, the miners hit by a car by the police was an extraordinary incident, in which the meaning of ‘death’ felt differently. Like this, it would be possible to approach the Sabuk Incident more closely when we look into the miners’ emotions surrounding the ‘death.’
