본고는 대학입학제도 개선을 위한 정책 방향을 제시하는 것을 목적으로 한다. 이를 위해 먼저, 현재 대입전형의 자율화 및 다양화의 기초가 된 입학사정관 전형(학생부종합전형과 학생부교과전형)의 국내도입 과정과 주요 특징을 분석하였다. 다음으로, 대입제도와 중등교육과정 및 평가와의 상호관련성을 탐색하기 위해 외국의 대입제도 비교 가운데 중등교육과정의 확인하는 대입전형요소를 비교 분석하였다. 중등교육 정상화를 통한 대입전형 자율화 및 다양화 방안을 위한 정책 제언으로 대학의 기능과 역할에 대한 선행 검토의 필요성 제고, 고교 교육과정에 대한 신뢰를 바탕으로 하는 대입제도 개선안 개발, 대입제도 개선과 관련된 이익집단의 범위 고려, 입학사정관전형 요소에 대한 기술적 개선안 및 수학능력시험 해석방법의 변화, 그리고 신입생 선발에서 우수한 학생에 대한 평가기준 재정립의 필요성을 제시하였다.

The purpose of this study is to provide some principles of college admission policy development examining controversial issues of comprehensive and individualized review on college admission applicants and upcoming change of secondary education curriculum and evaluation process. Critical reviews on the Admission Officer system(comprehensive and individualized review) covers the necessity of each college admission officers’ knowledge and experiences accumulation; sustaining the purpose of college selection process even though changeable and technical improvement of college selection components; and balance between college education and secondary education curriculum scrutinizing criterion-referenced and norm-referenced test information. Comparative analysis of foreign countries shows that the characteristics of secondary education curriculum, college selectivity, and influence of college and government efforts to take the initiative in the college admission policy impact on the establishment of each nation’s college admission process. This study says that new college admission system in Korean should consider the following principles; rebuilding college function and roles in the new era of the Fourth Industrial Revolution; college’s trust of secondary education achievement; interest group analysis of the new admission system; refinement of comprehensive and individualized review on the materials from high schools and the test scores, such as college SAT; and the redefining college applicants’ excellence in the concept of the applicants’ meritocracy, character, enhancement, mobility, investment, and institutional.
