본 연구는 공공정책의 공공가치 창출을 위한 가이드라인 및 성과평가 모형으로 활용할 수 있는 ‘공공가치 창출 평가모형’의 5가지 평가차원 -목적, 가치의 결정주체, 공공관리자의 역량, 네트워크 거버넌스, 결과- 을 토대로 도시재생 뉴딜사업의 내용적·구조적 측면의 정성적 분석을 실시한 연구이다. 도시재생 뉴딜사업은 헌법 제35조(건강하고 쾌적한 환경에서 생활할 권리)에 근거하여 도시의 사회적·경제적·문화적·환경적 차원의 공공가치 창출을 목표로 시행되는 정책사업이라 할 수 있다. 이를 위해 지역주민과 커뮤니티가 가치의 결정주체로서 참여하고, 도시재생과 관련된 다양한 조직과 기관들이 유기적 네트워크 거버넌스를 구축하여 사업을 시행하고 있다. 또한 사업종료 후에도 사업성과의 지속가능성을 위해, 지역주민들을 중심으로 한 협동조합 등의 사회적경제조직을 설립하도록 지원함으로써 사업의 결과적 측면까지 고려한 정책 대안도 제시하고 있다. 이에 도시재생 뉴딜사업은 공공가치의 창출 및 숙의민주주의의 실현을 위한 시범적 정책사업으로서의 특성을 갖는다고 할 수 있다.

In other words, the process of consideration ensures the legitimacy of the policy, which leads to the creation of public value. Thus, the biggest significance of the urban regeneration New Deal project lies in the realization of deliberative democracy and securing the legitimacy of policies through the actual participation of local residents. The performance evaluation of policies that involve a huge budget must be done. However, a multi-dimensional performance evaluation should be made to encompass not only the achievements of economic value creation, but also the various value aspects that were intended to be realized through urban regeneration projects, such as social, cultural and environmental values.
