본 연구는 동독인민군의 체제수호에 대한 소극성과 무기력한 현상을 자브로가 제시한 ‘폭력기피의 세속화’의 개념으로 설명한다. 폭력기피의 세속화는 국가 공권력에 대한 대중과 군대의 정치문화적 인식이 정당한 권력으로서의 ‘포테스타스(potestas)’가 부당한 폭력으로서의 ‘비올렌치아(violentia)’로 전환되는 과정을 의미한다. 이 두 요소는 ‘권력(power)’의 양면성을 나타내는 개념으로서 포테스타스는 합법적 ‘권력(power)’을, 비올렌치아는 부당한 ‘폭력(violence)’을 의미한다. 본 연구는 ‘폭력기피의 세속화’라는 개념을 중심으로 놓고 ‘적과 동지의 구분’에 관한 관점이 국경독재체제에서 어떻게 구조화되어 ‘적’으로 규정된 세력에 대한 폭력사용이 정당화되는지, 반대로 정당하지 못한 것으로 인식되는지를 살펴본다. 여기서 국경독재체제에서는 전 사회가 정권의 자의적 횡포에 가까운 부당한 폭력조차도 포테스타스로 인식하기 때문에 국가 구성원들이 폭력의 일상화에 노출되어도 당연한 것으로 받아들이지만 ‘열린 국경체제’로 전환되면서 부당폭력을 비올렌치아로 인식하게 된다는 점을 주목한다.

The Purpose of this study is to clarify and analyze the role of National People’s Army in the collapsing process of German Democratic Republic(East Germany) after Autumn 1989. The Key question of this study is “why such a strong army like National People’s Army was not able or willing to engage in a domestic crisis in 1989 Autumn to protect the regime survival?”. The previous research shows that East German Regime’s and NPA’s No-violence policy ist an interesting research question which is evaluated as a ‘miracle’ of 1989’s peaceful revolution by the street demonstration. In this background, this article aims to explain this interesting empirical phenomenon based on a concept of Sabrow’s “secular return from the violence(saekulare Abkehr von der Gewalt)”. Sabrow’s concept(“the secular return from the violence”) means that a perception in terms of regime’s execution of violence moves away from ‘potestas(just violence)’ to ‘violentia(unjust violence)’, which facilitate an enormous people’s resistance against the regime and No-decision dilemma for the NVA. After analyzing the dynamics in the case of east germany in 1989, this article provides some implications for the north Korean situation.
