한일관계는 2018년 10월 강제징용 관련 대법원 판결이 나온 이후 악화일로에 접어들었다. 한일 갈등은 양국 간 안보협력을 흔드는 단계에 이르렀다. 양국 갈등은 과거사문제 해결을 둘러싼 시각의 차이가 직접적인 원인이지만, 북핵문제, 중국의 공세적 부상 등 국제관계를 둘러싼 시각차도 갈등을 확대하는 원인이다. 한일안보협력을 견지하려면 일본이 한국 안보에 있어 중요한 안전판이자 린치핀이라는 인식을 확인할 필요가 있다. 한국군과 주한 미군의 협력 외에도 유엔사령부를 경유한 주일 미군, 일본자위대의 후방지원이 유기적으로 이루어질 수 있는 태세를 확보하는 것이 양국 안보협력의 요체이다. 한일 군사협력을 탈정치화하는 바탕위에서 미국과의 동맹을 바탕으로 한일, 한미일 협력을 강화하는 노력이 필요하다.

South Korea-Japan relations are on a road to worsening ties after South Korean Supreme Court decision on forced laborers in October 2018, Bilateral conflict even reached to a stage of twisting security cooperation between the two. Turbulent relationship stems first from disagreement over how to resolve past historical controversies. However, conflicts between the two governments are amplified because of varying strategic perceptions regarding North Korea and China issues. It is time for the two countries to reassure that Japan is important security linchpin for the defense of South Korea from external threat. The essence of security cooperation between South Korea and Japan lies in elevating linkages and networks among South Korean military, US Forces in Korea, US Forces in Japan, and Self Defense Forces of Japan. Politicization of military cooperation issue should be avoided. Strengthening security cooperation on the basis of alliance with the US is significantly important.
