본 논문은 국방정책 소통 환경과 안보 정세의 변화를 반영하여 국방 정책에 대한 전략적 소통(SC)을 활성화하기 위한 방안을 제시한 것이다. 대한민국이 직면한 안보환경은 북한의 핵ㆍ미사일 위협의 고도화 뿐 아니라 인식적 측면의 불확실성이 고조되는 가운데 우발적 충돌을 예견하는 뉴스 프레이밍이 확산되고 있다. 한국군은 국내외 정세 변화와 정보유통 구조의 흐름을 간파하고 ‘혁신하는 국방, 국민과 함께하는 국방’을 구현하기 위해서는 전략적 소통 마인드를 견지하고 효과 중심으로 소통을 활성화시켜야 한다. SC의 핵심 개념은 국가안보 목표 달성 위해 오케스트라처럼 국력의 제요소를 동시통합하는 것이다. 국방차원의 SC는 국방목표 달성에 유리한 환경을 조성하기 위해 대상의 인식, 신념, 행동의 변화를 유도하기 위한 의사소통 체계와 과정이다. 그동안 한국군이 소통 분야를 국방정책 추진의 보조 수단으로 인식하거나 언론 대응 수준으로 간주하는 경향이 실존했다. 따라서 국민이 신뢰하는 굳건한 국방태세를 확립하기 위해서는 과거 경험에 의존하는 고정관념의 틀을 벗어나서 효과중심의 똑똑한 SC를 구현해야 한다. 나아가 한미연합 방위태세의 견고함을 확증하는 한미연합 SC를 체계적으로 구현하고 ‘국방부-합참-연합사’의 SC에 대한 역할 분담과 긴밀한 공조 체계를 구축해야 한다.
This paper is to provide suggestions for basic defense policy guidelines in terms of strategic communication based on the assessments of the structural changes of information flow and national security environments. With escalating North Korean nuclear and missile threats, the overall perceptions of instabilities of national security precipitates media’s news framing of accidental military clashes on the Korean peninsula. Grasping these emerging trends, the author argues that the Korean military should adopt the concept of strategic communication(SC) to achieve the goal of “innovative defense and collaborative defense with people” with effects-oriented, strategic mind-set in implementing basic defense policies. Specifically, the paper defines the concept of ‘Defense SC’ based upon the newly published order of the Ministry of National Defense in March 2017. The key concept of SC focuses on the synchronization of national assets like an orchestra to achieve the strategic goal of national security of the Republic of Korea. Defense level SC is supposed to narrow down to achieve the goal of national defense in formulating favorable environments with the desired changes of key targets’ perceptions, attitudes, and actions. SC is not a subset of domestic media response or an auxiliary tool for policy executions but a significant strategic asset for enhancing robust defense posture of the military. The paper also points out the systematic upgrading of ‘ROK-US combined SC’ and collaborative role playing among ‘the Ministry of National Defense - Joint Chiefs of Staff- Combined Forces of Command’ as a bedrock of combined defense readiness in Korea.
