9세기 전반 신라 지방사회의 성장은 이후 신라를 멸망하게 만든 호족 세력 형성의 밑바탕이 되었다. 지방사회에서 재지세력들이 성장하기 위해서는 경제적 기반이 있어야했다. 『三國史記』에는 지방으로부터 서상물의 진상과 특이현상등의 보고가 김헌창 부자의 난(825)이전에는 빈번하게 기록되었지만 이후 거의 기록되지 않는 것으로 보아, 이때부터 지방사회는 중앙정부와 더욱 이완되어 가고 있음을 알 수 있다. 김헌창 부자의 난은 이미 오래 전부터 지방사회를 실질적으로 지배해 오던 지방재지세력들의 성장을 촉진시켰다고 할 수 있을 것이다. 『三國史記』 흥덕왕 3년(828) 한산주 표천현의 ‘速富之術’기사는 사무역의 활성화로 인한 교역을 위해 비합법적인 품목을 제조하거나 채취하여 부를 축적하거나, 때로는 직접적으로 노비 약매를 행하거나, 심하면 해적 활동을 통해서 ‘速富’를 이루려는 것으로 추정된다. 이는 흥덕왕 3년(828)에 나란히 배치된 장보고의 청해진 설진 명분의 기사와 함께 서남해의 해적 소탕과 연관성을 가지고 있다고 여겨진다. 「興德王陵碑文」의 편린을 종합하여 해석하여 보면 청해진과 당성진 설진 등으로 해적과 도적이 퇴치된 지방에서도 규모가 커진 해상 활동에 맞추어 지방민들의 경제 활동도 더욱 왕성해졌을 것으로 추정된다. 이는 지방재지세력들이 정치적 이상을 추구하기 보다는 현실에서 지방을 지배할 수 있는 경제적 부의 축적으로 삶의 지향점을 옮긴 결과라고 볼 수도 있을 것이다.

The first half of the 9th century, the development of Sil-La local society became the foundation of formation of powerful family which made Sil-La dynasty collapsed. And the local society forces needed economical bases to develop. Since before ‘Kim, Hunchang father and son’s rebellion’(825), the reports about presents to the king and unusual movements were frequently recorded in Samguk Sagi(三國史記), but after the uprising, those were hardly ever recorded, we know that the local authorities drifted farther and farther apart from the central one. It can be said that the ‘Kim, Hunchang’ father and son’s rebellion(825) promoted the growth of local forces who had already dominated the local society for a long time. Sokbujisool(速富之術)-a skill rapidly becoming a rich- of Pyochun-hyun, Hansan-Ju in the third year of King Heungdeok(828), is estimated that the local forces wanted to achieve the wealth through the production of unlawful items to accumulate wealth, sometimes for direct trading, or for piracy activities. It is considered that the inside stories of Samguksagi in King Heungdeok(828)that tell about Sokbujisool(速富之術) and the installation reason of Chunghae Jin are commonly associated with the sweeping of pirates in the Southwest Sea. Synthesizing the parts of the royal tomb inscription of King Gwangdeok, it is presumed that the economic activities of local people became more active since the thieves and pirates had been eradicated by being set up Cheong Hae Jin(淸海鎭) and Dang Sung Jin(唐城鎭). This can be seen as a result of shifting the point of life as the accumulation of economic wealth that can control the localities in reality rather than seeking political ideals.
