전전(戰前) 프랑스 산업생산량의 150%를 달성하는 것을 목적으로 한 전후 프랑스의 첫 번째 경제개발 계획, 즉 모네 계획은 전후(戰後) 유럽 세계에서 일어난 경제개발계획 중 가장 선구적이고 포괄적이었으며 “성공적”이었다. 모네 계획에 대한 기존의 연구는 당대의 복잡한 정치적 상황과 루르(Ruhr) 지역의 영유를 둘러싼 안보 관점, 미국의 세계 전략과 냉전적 맥락 등의 다양한 지점에서 이루어져 왔다. 하지만 이런 견해는 경제 개발계획이 전후 세계에 가졌던 복잡한 의미망을 충분히 고려한 결과라고 볼 수 없다. 이 논문은 모네 계획을 위시한 전후 프랑스의 국가 기능 변화를 간전기 혹은 더 거슬러 올라 19세기 지성사의 맥락에서 추적하고자 한다. 혁명 이후 등장한 프랑스 국민국가, 즉 나폴레옹 국가(Napoleonic state)는 관료제를 기반으로 한 국가였으며 관료의 양성과 배치를 위한 체계를 갖추기 시작했으며 19세기 말 인구 감소 (depopulation)라는 거시 경제적 위기에서 출발한 복지국가 형성 과정은 국가의 경제적 개입의 물고를 열었다. 이렇게 형성된 개입주의적 성향은 특히 테일러주의(Taylorism)에 영향 받은 페욜주의(Fayolisme) 조직화 운동 (organization momovement)으로 구체화되었다. 프랑스 특유의 “전문관료군(Grand Corps)”을 중심으로 한 관료제 전통과 결합한 조직화 운동은 프랑스만의 계획화 전통과 이를 뒷받침하는 기술관료제(technocracy)를 구성했다. 간전기의 관료제 확대는 계획화 운동의 흐름을 이루 었으며 이는 소위 “미지의 위기”(X-crise) 그룹을 중심으로 이루어졌다.

The first French five-year plan in 1946, or simply the Monnet Plan, aimed at expanding the industrial production by 150% of the prewar production. Widely recognized as the most ambitious and successful, it denoted the dirigiste turn in the French state. Existing literature on the plan largely revolve around complex domestic politics, security concerns around Ruhr, and the American global strategy in the Cold War context. However, its intellectual dimesion did not garner much attention, dating back to the nineteenth century. This article attempts to resuscitate the complex intellectual context within which the plan and further planification of France can be located. The post-revolutionary France and its Napoleonic incarnation was based on bureaucracy and accordingly constructed a coherent system of traning and deploying technocrats. This bureaucratic undercurrent met the twentieth-century organization movement that orginated from Taylorism, amounting to a peculiar form of technocratic governance. The article follows the construction of the French bureaucratic system, the unfolding of the organization movement, and the X-crise group that combined both tendencies.
