이 연구는 초·중등 학생들의 민주 시민성 증진을 위해 사회과에서 활용할 수 있는 이슈 스토리에 기반 한 학습 자료를 개발하기 위한 것이다. 이를 위해 이슈 학습 관련 국내외 문헌검토를 바탕으로 이슈 주제 영역을 설정하고 학습 자료를 개발한 후, 예비 적용 및 전문가 자문을 거쳐 자료의 적용 가능성 및 타당성에 대해 검토하였다. 이러한 과정을 거쳐 이슈 영역별로 각각 초등용 10개와 중등용 10개씩 총 20개의 자료를 개발하였다. 이슈 스토리 기반(Issue-story based) 학습 자료는 크게 자료 정보, 이슈 스토리 및 이슈 관련 질문으로 구성되어 있다. 이슈 스토리는 하나의 이슈에 대한 등장인물들 간의 대화로 구성되어 있으며, 이슈에 대한 배경 정보와 대립적인 관점을 포함한다. 이슈 스토리 기반 학습 자료는 우리 사회의 이슈를 등장인물의 입장이 맥락 속에 존재하는 스토리 방식으로 제공함으로써, 학생들이 정치·사회적 이슈들에 비교적 친숙하게 접근하고 자신의 입장과 근거를 정리하여 표현하는 것을 도울 수 있다. 이 연구에서 개발한 이슈 스토리 기반 학습 자료의 활용 및 확산을 통해 사회과에서 학생들에게 더 많은 정치·사회적 이슈 대화 및 토론의 기회를 제공하여 한국 청소년들의 민주 시민 역량 제고에 기여할 수 있기를 기대한다.

The purpose of this study was to develop issue-story-based learning materials in the social studies for promoting democratic citizenship. Issue-based learning or issue-centered education is one of the best instruction methods for motivating the active participation, because issue-based instruction can help learners pay attention to the public sphere from their own personal life. However public issues are quite distant or unfamiliar to learners especially young learners. So this study developed the issue-story-based learning materials which consisted of a dialogue between characters with different opinions about political and social issues in a specific real-life context. Accordingly, learners can take certain positions and express their opinions about issues more easily. This study developed 10 issue-story-based learning materials for the elementary school students and 10 materials for the middle school students through literature review and expert review, especially preliminary application. These issue-based materials can help students to take a certain stand and participate in political issue conversation or discussions. Therefore, this study suggests that many kinds of issue-story-based learning materials could be developed for many students for cultivating the democratic citizenship.
