이 연구는 민관합동개발사업의 사업자 선정 평가지표에 한정하여, 각 유형별 평가지표들 간의 개별적인 영향력의 정도를 파악하고, 이를 통하여 민간사업자 선정에 영향을 미치는 주요 요인들 간의 경로분석을 통한 인과관계를 규명하였다. 이의 결과로부터 사업의 핵심인 사업발주자의 공익성 제고와 민간사업자의 수익성 확보에 따른 공익과 사익의 조화로운 개발방식을 도모하기 위한 사업자 선정과정의 주요 핵심요인이 무엇인지, 그리고 이들 핵심요인을 기초로 향후 사업자 선정을 위한 제도적·평가적 기반에 대한 이론적 구성과 실무적 함의를 제공하였다.

CONTENTS (1) RESEARCH OBJECTIVES One of the most representative types of domestic mix-used developments, private-public partnership project financing invites private contractors to a public project. Thus this study organized the areas of evaluation indexes that reflected the intentions of both the owner and the participants in the selection process of a contractor for private-public partnership project. (2) RESEARCH METHOD This study used Factor Analysis, Path Analysis applied Structural Equation Model; six different evaluation indexes which is suggested by factor analysis; to comprehend private and public sector to choose objectively and scientifically. (3) RESEARCH FINDINGS In this study, the business and financial planning criteria had the biggest influences, being followed by the project planning abilities of private companies and the overseas joint companies. 2. RESULTS The study claims different significance and differentiation from the previous studies in that it offers implications for the areas of evaluation to select a contractor in the preparation stage for private-public partnership in private-public partnership project financing and further guidelines about need, efficiency, fairness, sustainability, accountability, and possibility for a contract, which are the evaluation criteria proper for the concerned project when the owner tries to select a contractor.
