본 연구는 도시재생 활성화지역 내 경제기반형 도시재생사업계획에 대한 도시주택기금의 지원이 제도적으로 가능해진 상황에서 사업의 실현가능성을 판단하는 기준이 될 수 있는 사업계획 심사 지표를 예비적으로 개발하였다. 연구의 방법은 크게 2가지로 첫 번째 단계는 선행 연구 및 유사 사례 조사를 실시한 뒤, 지표의 중복성, 자료구득 가능성 등을 기준으로 최종 분석지표체계를 구축하였다. 두 번째 단계는 선정된 지표를 구조화하여 AHP 분석 방법론을 활용하여 가중치를 도출하였다. 사업의 실현가능성을 평가하기 위한 지표의 구성은 크게 건설계획의 적정성, 사업운영 계획의 적정성, 사업리스크 관리계획의 적정성 등 3개 항목, 총 11개 지표를 선정하였다. 분석결과, ‘총사업비 산정 타당성’, ‘자산의 처분/임대가격 산정의 적정성’, ‘자산 처분/임대계획의 실현가능성’, ‘자금조달의 실현가능성’, ‘사업부지 확보의 확실성’ 등이 주요 평가지표로 나타났다. 본 연구를 통해 도출된 도시재생사업의 실현가능성 예비평가체계는 주택도시기금 지원 여부를 결정하는 프로세스에 활용될 수 있을 것이다.

1. CONTENTS (1) RESEARCH OBJECTIVES This study targets projects aimed at revitalizing the economic revitalization of the impoverished areas in order to achieve sustainable urban regeneration. The purpose of the study is to develop a review of the feasibility of evaluating the feasibility of a feasibility study in terms of profitability. (2) RESEARCH METHOD Research methods are divided into two main categories. The first step is the establishment of a feasibility assessment system for this purpose, studies of prior studies and similar cases were investigated. The final analysis index was selected based on the redundancy and obtainability check. The second step was to quantify the selected index to gain weight by utilizing the AHP. (3) RESEARCH FINDINGS The realization of the feasibility of this study is expected to be utilized in the process of determining whether a housing city funding will be supported. 2. RESULTS As a result, a total of 11 indices were selected to evaluate the feasibility of urban regeneration projects. The 11 indicators consist of three categories : ‘Project Plan’, ‘Project Operation Plan’, ‘Project Risk Management Plan’. Overall, total five indices(‘Total Project Cost Estimation’, ‘Realization of Asset sales and rental Price', 'Realization of Asset sales and rental plans', 'Realization of Financing', 'Certainty of securing Business Place') were analyzed as key indicators.
