본 연구는 공공성 확보를 위한 역세권 개발의 정책적 대안과 미래 비전을 제시하고자, 국내 역세권 개발 사례의 실증분석을 통해 도심지 개발형과 유휴지 개발형 각각의 계획특성을 도출하였고 이를 다시 계획요소별로 구분한 후 중요도를 분석하였다. 계층적 의사결정 분석으로 도출된 계획요소별 중요도를 정리하면 다음과 같다. 첫째, 사업주체 부문은 유형에 구분 없이 추진주체가 중요한 것으로 나타났다. 둘째, 설계요소 부문은 도심지 개발형이 소프트웨어적 설계요소가 더 중요하고, 유휴지 개발형은 하드웨어적 설계요소가 더 중요한 것으로 나타났다. 셋째, 제도·재정 부문에서는 유형에 구분 없이 금융·재정이 더 중요한 것으로 나타났다. 정책적 시사점을 살펴보면 다음과 같다. 첫째, 역세권 개발을 통해 공공성을 확보하기 위해서는 유형에 따라 공공과 민간의 역할과 설계요소, 사업의 시행방안 등을 달리해야 한다. 둘째, 다양한 주체가 참여하여 각각의 역할을 충실히 수행하면서 공공성을 확보하기 위한 공동의 노력을 전개해야 한다. 셋째, 공공성 확보를 위한 다양한 방법을 강구해야 한다. 넷째, 공공은 사업의 원활한 진행을 돕는 코디네이터 역할 수행에 좀 더 비중을 확대할 필요가 있다.

1. CONTENTS (1) RESEARCH OBJECTIVES This study suggests political alternation and future vision of developing station area for enhancing the publicness. (2) RESEARCH METHOD Based on expert’s survey results through hierarchical decision analysis, they are divided into each plan elements and analyzed to importance. Importance of each plan elements is deduced by hierarchical decision analysis. (3) RESEARCH FINDINGS First, in part of business principals the operating subject is important without concerning their type. Second, in case of design elements, downtown development is more important of the design element by software. Unused land development is more important of the design element by hardware. Third, in case of system and finance without considering type, finance and money is more important. 2. RESULTS Political issues are deduced from it as same as following. First, for gathering publicness by developing station areas, it is different by type that role and design elements of public and private and operating ways about projects. Second, various subjects are participate in the project with their owned roles, and collaborative efforts should be assured to get existed efficiency, business, and publicness. Third, various methods are researched to get publicness. Fourth, it should be extended that role of coordinator who helps the publicity do their smooth progress.
