신안군의 하의면은 우리나라 서남부 해역의 다도해 해상 국립공원 내에 위치하고 있으며, 내륙지역인 목포로부터 57.9㎞ 떨어져 있다. 하의면은 총 9개의 유인도와 47개의 무인도로 구성되어 있으며, 하의도의 대표적인 특산물은 바다와 연안 개벌에서 생산되는 것들이 대부분이다. 따라서 주요산업은 주로 농업과 수산업이 발달하여 반농반어(半農半漁)의 특징을 지니고 있다. 2016년 말 기준 하의도 수산업은 어가구는 210호로 총 가구 1,053호의 20%, 어민수는 392명으로 총 인구 1,948명의 20%를 차지하고 있다. 어촌계는 4개의 어촌계에 143명의 조합원이 활동하고 있으나, 어촌으로의 새로운 인구유입이 거의 이루어지지 않는 가운데 노령화 등의 문제가 발생하여 그간 어촌계가 행해온 어업활동, 어장관리 활동이 지장을 받고 있다. 어촌계는 공유지원인 마을어장을 생산 기반으로 하여 공동의 경제적 이익을 추구하는 어촌 마을의 사회자본 축적에 있어 중요한 기능이나 역할을 하고 있기 때문에 정상적인 어촌계의 유지 · 존속은 매우 중요하다 본 연구는 하의도 어촌계의 활성화를 위해 어촌계의 현안 문제를 파악하기 위한 간단함 설문조사를 실시하였다. 현재 어촌계가 직면하고 있는 문제점은 인력 감소 및 고령화의 진전, 신규인력에 대한 진입장벽의 존재, 신규 사업의 재원 및 운영을 위한 전문성 부족, 어촌계 지도· 감독의 미비 등이 지적되고 있다. 내용을 요약하면 다음과 같다. 첫째, 신안군 도서중인 하나인 하의면은 어촌계의 설문조사에서는 연령을 묻지 않았지만 초령사회에 진입하였다. 하의도 전체 인구 1,054명 중 65세 이상 고령자가 63.0%에 해당하는 661명이다. 설문 면접 대상자도 거의 70전후의 연령이어서 고령화 문제가 매우 심각함을 알 수 있다. 둘째, 하의도 어촌계는 고령화에 따른 구성원의 감소, 전문성 부족, 자금부족 등 여러 문제에 직면에 있음을 잘 인지하고 있으나, 신규 인력 유입에 대해서는 아주 긍정적이지 않다. 어업권 보상 문제와 새로운 인력의 유입으로 인한 어촌계의 질서가 흩트려지는 것을 우려하고 있다. 하의도 어촌계도 우리나라의 다른 어촌계와 마찬가지로 직면하고 있는 문제를 해결하기 위해서는 어촌계 신규 인력 유입을 확대하고 협력과 개방으로 전환할 필요가 있다.

Hai-myeon of Shan-gun (country) is located in DadohaeHaesang National Park of the southwestern in Korea. It is far from Mokpo city, inland area, about 57.9㎞. Hai-myeon consists 9 inhabited islands and 47 uninhabited islands. The special regional products are produced from sea and costal mud flats. Thus the key industries are from half of farming and fishing. According to the standard of the end of 2106, the fishing industry of Haido are 210 houses, 20 % of total houses, and 1,053. The number of fisherman is 392, 20% of total population, and 1,948. There are four Fishing Village Fraternities with 143 members. These days, the incoming population are very rare and the aging population are increasing more than before. So there are some problems which the Fishing Village Fraternity have some difficulties to fishing activities and managing the fishing grounds. The Fishing Village Fraternity have been pursued the common economic interests and social capitals based on the production from the Fishing Village Fraternity. Therefore it is very important the function and role of the Fishing Village Fraternity. It is required to maintain and continue the Fishing Village Fraternity. The purpose of this study was to find out the current issues to revitalize the Haido’s Fishing Village Fraternities through the simple survey. As the result of the survey were as follows; decrease of manpower, progressing population aging, the entry barriers for the new comers, the lack of expertise to manage the new finances of new business, the inadequacy of the guide and supervision of the Fishing Village Fraternities.
