본 연구는 도서지역 문화 활성화를 위한 4차 산업혁명 핵심기술 블록체인 활용 방안 연구를 통하여 전국 유인도서와 무인도서 지역의 가용자료를 안정적으로 처리하여 낙후된 도서지역 문화에 유익한 블록체인 시스템을 제안 하였다. 이 시스템을 토대로 낙후되어진 도서지역의 일반 현황 등 도서지역의 산업구조, 도서지역의 기반 기술과 해양수산자원 그리고 그 지역 특성에 맞는 유·무형 문화 자원 등 거래 자료를 종합화하여 수집하고, 정리하여 분석한 다음 안정적인 지역관리체계를 구축하여야 할 것이다. 4차 산업혁명시대에 맞는 최적화 도서지역관리시스템(Island Area Management System, 이하‘IAMS’)을 바탕으로 낙후된 도서지역 활성화 방안을 제시하여야 하며, 블록체인 기술 도입은 기존 온라인 시스템에서 제기된 보안 문제 등 보완한 시스템으로 거래에 참여하는, 모든 사람들이 같은 장부를 기록하고 보관하는 분산형, 공공거래 장부 시스템이라고 할 수 있다. 블록체인 기술 도입은 4차 산업혁명시대 핵심기술인 인공지능과 빅 데이터 등과 함께 새로운 기술로써 여러 분야에 활용 방안 되고 있는 추세이다. 즉, 블록체인 기술을 도입 활용함으로 도서지역에서 유통되고 있는 많은 거래 자료를 안정적으로 처리 할 수 있기 때문에, 낙후된 도서지역 문화 발전에 큰 기여를 할 것이다. 또한, 블록체인 기술 도입은 도서지역 주민의 개인 맞춤형 및 개인의 권리를 보호할 수 있는 안정적인 시스템으로 다양한 콘텐츠 거래와 서비스로 낙후된 도서지역 생활문화 환경에 많은 영향을 미치게 할 것이다. 본 논문은 4차 산업혁명시대에 있어서 우리나라 도서지역현황과 국외 도서지역현황을 정리하고 분석한 다음 낙후된 도서지역문화의 문제점을 파악한 후, 4차 산업시대의 핵심기술인 블록체인 기법을 적용하여 문제의 해결 방안 모델인 도서지역관리시스템(IAMS)을 제시하였다. 이 시스템은 운영과 관리를 최적화하기 위하여 4차 산업시대 핵심기술인 인공지능과 빅 데이터를 블록체인 기술에 적용하여 도서지역을 스마트지역화 할 수 있도록 관리하고자 모델을 고안 하였다. 이는 도서지역관리시스템으로 도서지역의 고령화와 낙후된 관리 문제의 시스템 대안을 찾으려고 방안을 제시하였다. 또한 삼면으로 둘러 싸여 있는 우리나라의 반도적 지역관리의 어려운 문제를 안정화된 블록체인 기술 도입 활용으로 제안된 도서지역관리 시스템(IAMS)이 세계적인 모델이 될 것이라고 본다.

This study is going to propose a block chain system, which is useful for the culture of underdeveloped island areas, by stably handling the available data of the nationwide inhabited and the uninhabited island areas through research on the utilization of the key technology block chain of the 4th Industrial Revolution for revitalization of culture in island areas. Based on this system, this study collects and analyzes by generalizing the trade data of the industrial structure, the infrastructure, marine fisheries’resources, and both tangible and intangible cultural resources of such island areas. Then by establishing the stable regional management system, this study suggests the ways to revitalize underdeveloped island areas with the Island Area Management System (IAMS) fit for the 4th industrial era. The block chain technology is a distributed, public transaction ledger system that complements the security issues raised in the existing online system and that records and archives the same log for all those involved in the transactions, and the trend is that it is used in various fields as a new technology together with artificial intelligence and Big Data, a core technology of the 4th industrial revolution. In other words, this technology will contribute to the development of the underdeveloped island area cultures by steadily processing many transaction data distributed in the island regions. In addition, the block chain is a stable system that can protect the privacy of individuals in the island community, and will have a great impact on the lives and culture of the underdeveloped island areas with various contents transactions and services. In this study, the status of Korean island areas and overseas island areas in the 4th industrial era are arranged and analyzed, and the problems of the underdeveloped island area culture is understood. lsland area management system (IAMS), a solution model for the problem, is suggested by applying the block chain technology, a core technology of the 4th industrial age. In order to optimize operation and management, this system designed a model to manage smart localization of island areas by applying artificial intelligence and big data, which are core technologies of 4th industrial age. These factors will be considered to find alternatives to the problems of aging and underdeveloped management issues of island areas by implementing the aforementioned island area management system. Also, the IAMS (Island Area Management System), which is proposed as a stabilized block chain technology, will become a solution model for the difficult problems in managing island areas of our country due to being a peninsula, that is surrounded by the seas on three sides. This could become a global model for countries with similar geographies.
