본 논문은 1960~80년대 권위주의 정권의 부랑인 정책에 의해 강제 격리, 구금됐던 이들의 수용소 경험과 그에 따른 고통을 사회학적으로 분석하고 이해하는 데 목적이 있다. 서산개척단, 선감학원, 형제복지원 피해생존자들에 대한 심층면접을 기반으로 본 연구는 이들이 생애 전 과정에서 경험한 고통이 사회적 고통임을 증명한다. 이 고통은 ① 부랑인 수용소에서의 폭력적이고 파멸적인 경험 ② 부랑인 화됨에 따른 사회적 갈등과 부적응 ③ 사회적 편견에 따른 사회적 고립과 위축, 침묵의 강제 ④ 과거 청산이 이뤄지지 않는 현실 등이 상호작용하면서 발생, 출현, 강화되었으며, 현재도 계속되고 있다. 하지만 고통이 사회화되기 보단 개인화·개별화됨에 따라 무력감, 자기비하, 죄책감 등에 시달려왔으며, 사회적 분노와 원망을 갖게 됐다. 고통은 외상 증후로도 발현되어 일상생활의 영위와 가정적·사회적 관계 구축, 개인의 존엄 회복에 큰 난관으로 작동하고 있다. 과거 청산과 정치적 책임을 통한 사회적 치유가 시급한 이유다.

The purpose of the study is to sociologically analyze and understand the experiences and the following pains of those who faced forced segregation and detention under the policies on vagabonds by the authoritarian regimes from the 1960’s through 1980’s. Based on in-depth interviews with the victim survivors of the three vagabond institution: the Seo-san Pioneer Team, the Seon-gam Academy, and the Hyoungje Welfare Institution, the study proves that the pains the victim survivors suffered throughout their whole life are social in nature. The pains, which are ongoing yet, have been caused with the abusive and ruinous experiences at the vagabond institution, social strife and maladjustment following becoming a vagabond, social isolation and shrinking-down with social prejudice, and the reality that the past is not properly worked through. Because of this, the victim survivors make endeavors to resolve the social pains, accelerating the fact-finding movement. The problem is, the past-settlement process leads to another pain and furthermore, it is impossible to make a complete recovery from the damage, where lies the true nature of the pains the victim survivors experience.
