청일전쟁 이후 발생한 명성황후 시해사건은 외국에 커다란 반향을 일으켰고, 조선주재 미국인들 또한 이에 대해 적극적인 대처를 하려고 했으며, 이를 국제사회에 알리려고 부단히 애썼다. 명성황후 시해사건 당시 명성황후 주위에는 미국인 군사고문관 다이를 비롯하여 많은 미국인들이 있었고, 이들은 명성황후를 미국공사관으로 옮겨 보호하려고 했으나, 미국은 이를 거절하였다. 결국 명성황후 시해사건이 발생하고 고종은 청일전쟁 직전에도 그랬듯 다시 한번 경복궁 밖을 탈출하려는 계획을 세우게 된다. 이른바 춘생문사건이다. 일부 개설서와 논문에서는 고종이 미국 공사관으로 갈 것으로 보고, 춘생문사건과 美館播遷을 혼용하여 쓰고 있는데 사실 고종이 궁궐 밖으로 탈출하여 어떤 공사관으로 가려고 했는지에 대해서 밝혀진 바는 없다. 다만 춘생문사건 당시 미국공사관이 하루 종일 열려있다는 점을 살펴볼 수 있다. 또한 미 국무부문서와 각종 회고에서 미국 선교사들이 대거 이 사건에 참여하고 친미파들이 망명하려고 시도했던 점 또한 확인할 수 있다. 그러나 고종이 미국공사관으로 가려고 했다는 점은 지금까지의 기록에서는 밝혀지지가 않았다. 명성황후 시해사건과 춘생문 사건 당시 미국은 조선에 간섭하지 않다가 일본의 손을 들어 일본이 행했던 일들이 합법적이었다고 평하였다. 이는 먼로주의를 내세워 미국의 동아시아에 대한 불개입주의를 강조하던 외교정책이 이중성을 띄고 있다는 점을 의미한다. 이러한 사실은 국제사회에 명성황후 시해사건을 알리려던 미국인들도 미국의 지시에 따라 곧 그들의 의지를 철회하여 사건에 적극적으로 나서지 않는 모습을 통해서도 알 수 있다.

The murder of Empress Myeongseong(明成皇后 弑害事件) after the Sino-Japanese War(淸日戰爭) has shocked the international community. Americans in the Joseon tried hard to inform the international community. There were many Americans including the military instructor William McEntyre Dye around Empress Myeongseong(明成皇后) and they tried to move her to American Legation but America did not approve it. As a result, she was murdered by Japanese. After the murder of Empress Myeongseong, nervous King Kojong tried to escape outside of Gyeongbok Palace(景福宮). This is called Chunsaengmoon incident(春生門事件). Some books mentions King Kojong tried to escape American legation and Chunsaengmoon incident is Korea royal refuge at the American legation(美館播 遷). In fact, there wee no incidents that he tried to escape American legation. But many Americans participated in Chunsaengmoon incident. The American legation’s door was open all day and pro-Americans tried to seek asylum in America. But the fact that King Kojong tried to American legation is not checked. Nevertheless the incident is related to America and the fact is very important in the history between Korea and America. America shows double standards in foreign policy because they declared that did not intervene Korea’s politics but America takes Japan’s part by changing their attitude.
