본고에서는 유럽국가 전반의 사회적 이동성의 현황을 유럽사회서베이 결과를 토대로 4개의 국가군으로 나누어 살펴보았다. 사회적 이동성이 지속적으로 개선된 국가군, 개선 후 정체 상태에 있는 국가군, 개선 후 악화된 국가군, 그리고 변동이 없는 국가군으로 나눌 수 있다. 이어서 사회적 이동성의 수범사례인 덴마크와 핀란드의 특징을 사회정책 및 교육 관점에서 고찰하였다. 한편 2차 대전 이후 사회적 이동성의 개선을 경험하지 못한 국가군 중 사회적 이동성 문제로 가장 많은 고심을 하고 있는 영국 사례를 살펴보았다. 그리고 유럽 국가의 사회적 이동성에 주된 영향을 미친 소득불평등, 교육, 지리적 격차, 이민 등의 이슈가 사회적 이동성에 어떤 영향을 미쳤는지 살펴보았다. 마지막으로 지난 세기와는 현저하게 다른 모습을 보이고 있는 21세기에는 과연 어떤 요인을 감안해서 사회적 이동성을 측정하는 것이 바람직할지 살펴보았다.

Most of European countries are now experiencing a decline in social mobility. As the social survey results show, the younger generation of European countries have much lower possibility of social upward mobility than previous generations. Heightened research interest in social mobility is also evident in sociology and economics. Research on social mobility has been on the rise since 2000s. In this paper, we first examined the current states of social mobility in European countries based on the European Social Survey. Since the end of the Second World War, the European countries could be divided into four groups in terms of social mobility. First is the group of countries which showed improvement since the world war Ⅱ. Second is the group of countries which showed stagnation after improvement in terms of social mobility. Third is the group of countries which showed deterioration after improvement. The forth is the group of countries which showed no progress since the world war Ⅱ. In terms of social mobility, Denmark and Finland are the best practice countries which experienced continuous improvement since World War Ⅱ, while UK is the country which showed no progress. Case study of Denmark and Finland as well as UK are carried out to help understand both challenges and policy orientations of the social mobility. Finally, we examined how European countries have been affected by major determinants of social mobility including income inequality, education, geographical gap, and immigration issues.
