최근 한국 사회에서는 문화예술분야의 블랙리스트 문제가 크게 대두되었다. 현재까지 이어지고 있는 이러한 문제에 대한 대응 노력과 관련하여 이 연구는 문화예술영역에 대한 국가지원의 성격과 이러한 지원이 갖는 통제적 특징을 살펴봄으로써 블랙리스트가 지원에 따른 국가 통제의 왜곡된 형태의 하나임을 지적하였다. 특히 지원을 통한 통제가 자유주의적 통치의 한 특징임을 제시하면서, 최근 발생한 문화예술분야 블랙리스트 문제를 자유주의적 통치와 연결시켜 분석하였다. 이 연구는 국가 지원의 성격을 검토하기 위해 역사적으로 문화예술분야에 대한 지원이 어떻게 자유주의적 통치의 기제로 활용되게 되었는지를 영국과 독일에서의 문화예술분야에 대한 국가지원 사례를 분석함으로써 살펴보았다. 우리나라 사례는, 문화예술분야에 대한 지원이 이전의 강압적 통제에서 지원을 통한 자유주의적 통제로 어떻게 전환되었는지, 그리고 이 과정에서 지원이 어떻게 체계적인 배제와 연계되면서 국가에 의한 직, 간접적 개입과 통제를 강화시켰는지를 지원의 역사, 기준, 사업 등을 살펴봄으로써 분석하였다. 결론적으로, 이 연구는 국가 개입과 통제가 국가 지원에 부수되는 한 측면임을 지적하면서, 이러한 국가개입으로부터의 자율성 문제가 예술장의 강화를 통해 모색될 수 있음을 제시하였다.

Recently, the ‘Blacklist’ in culture and arts area has become a controversial issue in Korea. This paper aims to reveal the nature of state support by exploring history of the support in culture and arts area and examining its relation to state’s interest in regulating individuals and society as a whole. For the purpose, it examines the history of state support for the arts in Germany and England in modern times, and points out the support functions as a way of liberal government, which pursues to govern the society by encouraging individual’s capability with well-designed tactics and techniques. Korean history of state’s intervention into culture and arts area is analysed in this context of liberal government. With the introduction of ‘field’ and ‘habitus’ by Bourdieu, it analyses arts field in Korea has been constituted by strong intervention of state and as a result, it has not successfully secured the nature of its own, irreducible to another ‘fields’. As a conclusion, it suggests that reinforcing arts field and restoring its characteristic irreducible to another fields can regulate state’s ideological intervention and control over the arts field.
