본 연구는 정보화시대를 맞아 각종 사이버범죄가 사회문제가 되고 있음은 물론 사이버공격, 사이버테러와 같은 국가안보 위협행위들이 심각해지고 있는 상황에서, ‘사이버안보’의 개념을 보다 명확히 정립하고 이를 토대로 사이버공간에서의 안보위협에 대한 대응체제 구축방안을 마련하는데 그 목적을 두고 있다. 그동안 우리나라는 2003년 인터넷 대란을 계기로 국가 사이버안전센터를 설립하는 등 나름대로 사이버안보를 위한 대책마련에 부심해 왔다. 그럼에도 불구하고 그동안 북한에 의한 사이버테러가 계속 발생하였는가하면, 국내외 불순세력들에 의한 사이버 상에서의 안보위협 행위들이 국가안위를 위협하는 수준에 이르고 있는 실정이다. 본 연구에서는 이에 대응하기 위해서는 우리나라의 특수한 안보상황에서 개인이나 기업 등의 정보보호를 위한 ‘사이버보안’과 국가안보 차원에서 접근해야 할 ‘사이버안보’라는 개념의 차별성을 인식하고 그에 따라 현실적이고 효율적인 대책방안을 마련할 필요가 있음을 확인하였다. 그리고 이를 바탕으로 사이버안보와 관련된 법ㆍ·제도 및 관련규정과 추진체계의 보강, 정보보안기술 역량강화를 위한 인프라와 제도적 기반 구축, 사이버 상에서의 안보 위협 사례ㆍ수법 홍보 및 교육 등을 통한 대국민 경각심 제고, 북한을 비롯한 불순세력들의 사이버심리공작 대응을 위한 국가정보원 심리전단과 국군사이버사령부의 활동역량 조속복원 등을 정책적 대안으로 제시하였다.

In the age of informationization, cyber crimes are becoming a social problem as well as cyber attacks and cyber terrorism. The purpose of this study is to clarify the concept of ‘cyber security’ more clearly and to establish a countermeasure system. Korea has been worrying about the measures for cyber security by establishing the National Cyber Safety Center in the wake of internet crisis. Nevertheless, cyber terrorism by North Korea is constantly occurring and its harmfulness is reaching the level that threatens national security. It is necessary to recognize the difference between the concept of ‘cyber security’ for protecting information of individuals and the concept of ‘cyber security’ for national security in Korea peninsula. Based on this, we will improve the laws and regulations related to cyber security, build infrastructures and institutional basis for enhancing information security technology capacity, raise public awareness of cyber security, restore the psychological war capability of National Intelligence Service and Korean Army in cyber space.
