2018년 3월 4일 치러진 이탈리아 총선은 여러 의미에서 정치사적 의미를 갖는다. 이탈리아뿐 아니라 서유럽 전반을 보아도 포퓰리즘 정당들이 과반의 의석을 차지한 전례가 없었기 때문이다. 선거 이후 유효한 정부구성의 공식이 나타나지 않은 난항을 보이다가 삼개월의 시간을 거치면서 결국 상대적으로 신생 정당들인 오성운동당과 동맹당이 연대하여 정권을 출범시키게 되었다. 이로서 지난 이십오년을 풍미해온 전진이탈리아당 중심의 중도우파와 민주당 주도의 중도좌파가 동시에 무너짐으로써 새로운 정치체계의 현실이 도래하였다. 쥬셉베 콘테 총리의 신임 정부는 다양한 도전과 과제에 직면하고 있는데, 세금 축소와 복지확대 및 이민억제의 정책적 조합을 여하히 진행할 수 있는가가 관건이 될 것이다. 이번 연구의 결과 현 정부의 수명이 오년을 다 채우기는 어려우며 늦어도 이년 이내에 새로운 선거법을 마련하면서 조기총선이 예상된다는 결론을 내리고 있다.

2018 general election of Italy shows different pictures. Before anything else, it marked a quantum shift in Italian political system in which populist political parties combined earned more than 50% of the electorate. Nonetheless, the formation of new government was a difficult task and indeed it demonstrated a kind of hung parliament where no political groups can possibly unite forces to govern the country. Situation has been modifying through the elections of the presidents of Chamber of Deputies and the Senate of the Republic. In fact, Matteo Salvini of the League successfully maneuvered in appointment of Chamber President to Five Star Movement and Senate President to Forza Italia. Finally upon passive understanding from Silvio Berlusconi, the League and Five Star Movement could form the new government. The task and future of the new administration is rather rocky and winding. The point at issue is that how to succeed in policy implementation of both tax cut and at the same time increase of social welfare to those who are in need, in particular, young unemployed. This paper forecasts that long run of current government is unlikely and at maximum within two years, there will be an anticipated election and there is a good chance for Salvini to form his own government.
