본 연구 목적은 이명박 정부 당시, 국정운영철학이자 정책기조였던 실용주의 사상을 바탕으로 한 5대 국정지표 중 하나인 ‘능동적 복지’에 초점을 두어 어떻게 실용주의 사상이 반영되고 국정에 운영되었는지를 고찰하는데 있다. 실용주의 정책기조를 취하면서 정책을 전개한 이명박 정부에서는 크게 세 가지 차원으로 집약할 수 있다. 첫째, ‘능동적 복지’를 지향하는 본 정부는 복지예산 편성과 관련해서는 ‘능동적’이라기보다는 ‘소극적’ 혹은 심하게는 ‘명목적’ 복지예산을 보여 주었다고 볼 수 있다. 둘째, ‘창조적 실용주의’의 5대 국정지표인 하나였던‘능동적 복지’라는 실체를 파악하기 어렵다는 평가이다. 셋째, 민심을 잃기도 하였고 글로벌 경제위기에 대응한 나름의 ‘친기업’ 중심의 이미지를 탈피하기 위한 ‘친서민’ 중도실용 노선을 타기 위한 노력을 기울였다고는 하나, 실제 회의적이면서도 실제적인 모습은 찾기 어려웠다는 평가이다. 이렇듯, 이명박 정부의 ‘능동적 복지’에서 어떻게 실용주의 사상이 운영철학과 정책기조로 반영되어 운영되었는지를 살펴보았으며 ‘창조적 실용주의’와 ‘친서민 중도실용주의’에 입각하여 ‘능동적 복지’의 특징들과 한계들을 분석해 봄으로써 함의점을 제시하였다.

With focusing on 'active welfare' which was the one of five government goals under the Lee Myung-bak Administration based on pragmatism that was the policy and philosophy to govern the nation, this study has been done to review how pragmatism was reflected on the management of the government. The Lee Myung-bak Administration's policy expressing pragmatic direction was able to summarized into three major points. First, the Lee Government oriented 'active welfare' showed 'passive' or even 'nominal' welfare budget policy regarding welfare budget allocation. Second, I evaluated that 'active welfare' which was the one of five government goals under the 'creative pragmatism' paradigm was no substance clear. Third, the Lee Government had made efforts to pursue 'pro-worker' and central pragmatic policies to regain losing public trust and to break away from its image of 'pro-business' that the government took the position to respond global economic crisis. However I also evaluated that this efforts were skeptical as well as failed to gain tangible results.
