이 논문은 인구구조의 급격한 고령화로 인한 실버민주주의(silver democracy)의 도래 가능성을 분석하고 이에 따른 ‘세대간 정의’의 확보방안에 대해 논의한다. 먼저 한국사회의 인구구조 변화와 투표행태의 차이를 통하여 고령자가 정치에 직·간접적으로 미치는 영향의 변화를 분석한다. 아울러 인구구조 변화로 야기되는 복지수요 증가와 이에 따른 미래세대의 부담 증가로 야기되는 미래세대의 권익보호를 위한 제도적 개선과제를 논의한다. 먼저 정책을 결정하는 의회에서의 숙의와 함께 이를 제도화하는 방안을 토론한다. 방안으로 미래세대위원회와 같은 조직을 만들어 법률안이나 예산안 심의과정에 현세대뿐만 아니라 미래세대의 권익에 미치는 영향을 심도있게 숙고하도록 할 필요가 있음을 주장한다. 다음으로 세대간 대표성 확보를 위한 선거제도 개선 방안을 검토하고 실현가능한 대안으로 20대와 30대의 청년세대에 대한 정치적 무관심 해소와 정치적 대표성 확보를 위한 적극적 조치를 취할 필요가 있다는 점을 주장한다. 정치현실적 차원에서 기존 정치인들이 그들의 이익을 버리며 흔쾌히 제도개혁에 나서기를 기대하기는 어렵다. 이러한 맥락에서 미래세대와 정치적으로 대표되지 못하고 있는 청년세대를 대표할 수 있는 ‘적극적 조치’로서 미래세대 청년비례대표제 도입을 제안한다.

The thesis of this paper is that a restructuring of representative democracy is inevitable given the rapid changes happening to the population structure and the increased demand for welfare support due to the rapidly aging population. In addition, it is worth emphasizing that the scope of justice should be expanded to include future generations in order to address the problem of intergenerational justice. To this end, in the short run there should be stronger deliberative processes in the legislature, for instance a Committee for Future Generations to hold indepth deliberations of the effect of bills and budget proposals would have not only on the current but also on the future generations’ rights and interests as well. Affirmative action to allot legislature seats for younger generations may be effective in addressing the problem of the political apathy of the younger voters in their twenties and thirties, thus securing their political representation. Finally, reforming electoral systems for the purpose of securing intergenerational representation should be considered in the long run.
