본 연구는 시진핑 1기(20012~2017) 중국의 상장 간의 네트워크를 ‘제도제약 네트워크모델’을 적용하여 분석하고자 한다. 2012년 말 당선되었던 중국공산당 중앙위원 205명과 그 중 군 관련 중앙위원 41인에 간의 네트워크를 분석대상으로 하여 중국공산당과 인민해방군 고위엘리트 간 관계를 사회연결망방법으로 당-군 관계를 파악하고자 하였다. 시진핑 시기 중국의 최고위 군엘리트라고 할 수 있는 상장(上將) 40명과 정치엘리트간 어떤 내적 연결구조를 가지고 있으며, 어떻게 연결되어 있는지를 파악함으로써 강력한 군대를 건설하는 군엘리트들의 네트워크 구조를 파악하고 있다. 시진핑 시기 중국 군사엘리트 네트워크 구조를 파악하기 위해 6가지 공식적, 비공식적 지표를 활용했는데, 공식적 지표로는 당경력, 활동지역, 활동군부대 등 3가지, 비공식 지표로는 출신지, 대학, 당교경력 등 3가지를 활용하였다. 이러한 연구는 현 중국군 군사엘리트 네트워크 구조를 보면 공식적 네트워크가 전체 네트워크의 중심축을 형성하고 있음을 발견할 수 있을 뿐만 아니라 공식적 네트워크를 구성하는 지표 중에서 과거 같이 활동했던 특정군구를 통해 형성된 네트워크가 시진핑 1기 군사엘리트 사회연결망 형성의 핵심요인이 되고 있음을 발견할 수 있었다. 출신지역이나, 출신대학 등과 같은 비공식적 네트워크보다 난징군구 근무경력을 가진 군사엘리트의 연결망이 중국의 현 상장그룹의 네트워크의 중심축을 형성하고 있으며, 난징군구 출신 인사들이 중국인민해방군 주요 직책에 포진되어 있음을 발견할 수 있었다.

The purpose of this paper is to analyze the personal network of Chinese military elite in the way of social network analysis. The study on the political process of a specific country through the social network analysis method is to analyze the characteristics of the human network between the political actors and to find out the implications of the network in the political process by grasping the structure of the whole network. It is used to provide an objective basis for any political elite under the structure of a human network constructed and structured in the inter-actor relationship to have an influence and to figure out what to do or expect to do. In other words, through the relationship between the military elites in China, the degree of mutual relationship, the degree of influence between the elites, and the closeness of the relationship between the elites and the role of each political actor in the constructed network are analyzed. This study analyzed the network between the Central Committee of the Communist Party of China, which was elected at the end of 2012, and the 41 members of the highest rank military elite(generals) in China. In order to analyze the social network of the military elite in China during the first period (20012~2017). This study tried to understand the relationship between the Chinese Communist Party and the People’s Liberation Army through the analysis of the relationship between senior elites and the social network. It also identified a network structure of the elite group, which was appointed in Xi Jinping’s first term to build a strong army.
