경기도 지방자치단체는 지난 10년 전부터 도내 R&D를 지원하기 위하여 독자적으로 자금지원을 포함한 다양한 노력을 해왔다. 지방자치제 실시에 따른 재원의 독립적인 운영방안 마련의 일환으로 과학기술분야 공공재원의 안정적인 재원마련 방안에 대한 필요성이 증대되고 있다. 본 논문에서는 국내외 사례분석과 심층인터뷰를 통하여 경기도 지방자치단체 공공재원의 선순환 구조를 만들기 위한 정책방안을 알아보았다. 본 논문에서는 지속적인 수익창출을 위한 방안으로 수익관점의 기술료, 벤처투자 펀드 조성, 도민참여 크라우드 펀딩, 경기도형 TIPS 프로그램 추진 등을 제안하고 있다.

Gyeonggi Provincial Local Authority has been making various efforts including funding independently to support R & D in the last 10 years. As a part of the independent management of resources for the implementation of the local autonomy system, it is time to explore stable funding of public resources in science and technology. In this paper, we examined policy measures to create a virtuous circle structure of public resources through case analysis and in-depth interviews. We are proposing ways to continuously generate profits, such as revenue-based royalty fees, crowd funding, and Gyeonggi-specified TIPS program in order to continuously generate profits.
