본 논문은 경제지리학의 ‘관계적 전환’에 따른 지역발전 논의에서 초국적기업의 사회적 착근성에 대한 이해와 설명의 결핍을 문제화한다. 기존 지역발전 문헌에서는 초국적기업의 해외 활동에 지대한 영향을 주며 전략적 커플링에 선행하는 출신국에서의 사회, 문화, 제도적 기반에 대한 고려가 미흡했기 때문이다. 이에 대한 해결 방안의 하나로 본 논문에서는 국가 중심의 신제도주의적 경제사회학 담론인 사업체계론의 유용성을 검토한다. 사업체계론은 과점적 이익의 지리적 확장에만 주목했던 전통적 초국적기업 담론과는 달리 기업 활동의 착근성을 국가 스케일에서 형성되는 공식/비공식적 제도를 중심으로 파악한다. 그래서 사업체계론이 관계적 지역발전의 문제를 초국적기업의 사회적 착근성과 결부시켜 탐구하기에 유용한 개념적 지침이라고 판단하며, 사업체계의 유형과 사업체계가 기업의 초국적 활동에 주는 영향도 살핀다. 아울러 경제지리학 내에서의 비판을 수용하며 사업체계론을 활용함에 있어 연구자가 주의해야할 사항도 밝힌다.

This paper problematizes the contemporary discussion of relational regional development because it lacks any conceptual device that can shed lights on the societal embeddedness of transnational corporations (TNCs), and also addresses the problematic with a neo-institutionalist discourse on national business systems. Unlike pre-existing conventional views centered on the geographic expansion of oligopoly power and profits, the business systems literature emphasizes the association between firms’ transnational operation and (in)formal institutions in their home country. For the reason, this article considers the frame of business systems to be a useful conceptual guide that helps examine the nexus of relational regional development and TNCs’ societal embeddedness. It then reviews six ideal-types of business systems from a cross-national comparative perspective, and suggests their implications on TNCs’ global-local operations, and on concrete case studies in Korea as well. In line with critical reviews from some economic geographers, some caveats in the adoption of business system literature are also outlined.
