표준 발음법은 일반 국민을 대상으로 한 것이기에 국어의 발음에 대한 학술적 기술과는 차이가 날 수밖에 없다. 표기와 발음이 다른 경우만을 대상으로 하여 표면형 중심의 내용을 규정화한 것은 이와 관련된다. 이처럼 일반 국민들을 배려하여 내용을 구성했음에도 불구하고 표준 발음법의 내용을 이해하기 위해서는 별도의 해설이 필요하다. 표준 발음법 해설은 각 조항의 내용에 대한 안내 역할을 한다. 그런데 구체적으로 살펴보면 그 성격을 세분할 수 있다. 조항의 내용을 단순히 풀어 주는 것도 있지만 표준 발음 선택의 근거를 제시하거나 조항에 빠진 예시 자료를 보강하는 해설도 있다. 때로는 학술적 내용을 보충하기도 하고 음소의 구체적인 음성 실현을 서술하기도 한다. 그렇지만 표준 발음법 해설은 여전히 보완이 필요한 것으로 보인다. 학술적 내용의 보강, 현실 발음에 대한 배려, 불분명한 내용의 구체화, 국어사전 발음 정보의 활용 등이 필요하다. 이러한 보완을 통해 표준 발음법이 국민들의 언어 생활에서 더 나은 역할을 할 수 있으리라 생각된다.

「Korean Standard Pronunciation Rule」(KSPR) provides a pronunciation information for the public. So its characteristic is different from general phonological description. Most of all it needs for KSPR to be understood easily by the ordinary person. In view of this, KSPR deals cases which spelling and pronunciation don't correspond each other and explanations of KSPR are based on surface form. The current KSPR is accompanied by its commentary. 「Commentary on KSPR」 (Commentary) has various functions. It is a guide and at the same time a footnote for understanding the KSPR. Somtimes it serves as a offerer of data which are lacking in KSPR. In addition, it gives a information about the concrete phonetic realization of some phonemes such as monothong ‘ㅓ’ and diphthong ‘ㅕ’. In this way, Commentary help the public understand the KSPR. But it has several problems. Supplement of academic explanation, more consideration of actual pronunciation, positive use of dictionary information and so on must go on for the sake of improvement. With these efforts Commentary will commit itself to its duty.
