본 연구의 목적은 사회복지사의 감정노동이 소진에 영향을 미치는 과정에서 슈퍼비전과 인권이 조절기능을 하는지 검증하는 것이다. 이를 위해 국가인권위원회(2013)의 ‘사회복지사 인권상황 실태조사 보고서’에 사용된 전국 사회복지사를 대상으로 조사한 2,295명의 데이터를 활용하였다. 분석결과, 개인 지원에 초점을 두는 슈퍼비전은 유의미한 조절효과를 보이지 않았으며, 조직시스템에 기반 하는 인권 요인인 권리침해경험, 상사 및 동료의 폭력, 클라이언트 폭력은 모두 유의미한 조절효과가 나타났다. 연구결과, 사회복지사의 감정노동으로 인한 소진 완화를 위해서는 사회복지사들의 인권보호를 위한 조직시스템을 강화할 필요성이 제시된다.
연구결과를 바탕으로 사회복지사들의 인권강화를 위한 제도적 보완책으로 사회복지사들의 인권과 노동법 교육의 의무화, 사회복지사들의 안전권 확보를 위한 기관의 노력 강화, 감정노동자를 보호하는 구체적인 법안 마련 등의 실천적, 정책적 방안을 제시하였다.
The purpose of this study was to examine the effect of emotional labor on burnout for social worker focused on moderating effect of supervision and human rights. For this, the data of 2,295 social workers on national wide which was used in The Report of Actual Situation Survey of Social Worker’s Human Rights by National Human Rights Commission of The Republic of Korea in 2013 were analyzed.
The results showed that the supervision which focus on supporting individual were not significant moderating effect to social worker’s emotional labor lead to burnout, while factors related on human rights were all significant moderating effects. Factors related on human rights were included such as the experience of infringement of basic right, the experience of violence from peer and superior in the workplace and also from clients. According to the study, it is concluded that reducing the burnout caused by emotional labor could be achieved through strengthening organization system to protect social worker’s human rights.
This study was meaningful to examine empirically how alleviate burnout caused by emotional labor, distinctively both by supporting individual social worker and by improving the system. This study suggested practical and political way to enhance human rights for social workers, including mandatory education on human rights and labor law for them, the enforcement of the duty for social work organization to improve worker’s safety rights and legislation specifically to protect the emotional labor.
