한·일 양국은 발전국가의 국가주도 산업정책으로 경제발전을 이루었으며 제도적 측면에서 세계 경제의 판도를 바꿀 4차 산업혁명이라는 격발기제로 혁신기반 지역경제를 모색하고 있다. 국가주도의 산업정책으로 형성된 기존 수도권 중심의 산업단지가 4차 산업 정책목표에 따라 변화되는 과정에서 중앙-지방 역할을 분석하고, 종속변수인 지역경제 활성화를 위한 산업정책과 산업단지정책의 흐름과 주요내용을 살펴보았다. 또한 기업유치 대상과 방법에 있어 한국과 일본의 수도권 산업단지 사례를 비교분석하고 향후 전략산업과 육성거점을 위한 산업단지 개발 차원에서 시사점과 함께 4차 산업혁명에 따른 중앙-지방정부의 역할과 관계를 새롭게 조명하였다. 이를 바탕으로 한국의 산업정책 및 산업단지 정책을 보다 체계적으로 이해하고 추후 연구에서의 4차 산업혁명에 따른 한국의 육성거점을 위한 산업단지 개발 정책에 대한 함의를 제시하는데 그 의의를 둔다.

In this study, the concept and definition of Fourth Industrial Revolution and its related terminologies are reviewed, and policies of Korea-Japan for 4th industrial revolution are investigated. Also, advanced research analysis on central-local government’s policy is carried out to draw out a industrial park and policy implication. The Fourth Industrial Revolution is a concept and definition applied to a group of related terminologies are reviewed, and policies of Japan and Korea. Its achieved economic development with the state-led industrial policy of the developing country. In terms of institutional aspects, the Fourth Industrial Revolution, which will change the landscape of the world economy, is looking for an innovation-based regional economy. And highlighted the role and relationship of central-local government in the Fourth Industrial Revolution. It has significance in that it can understand the industrial policy and industrial park policy of Korea more systematically in the future. This study first explains the Fourth Industrial Revolution based on the current industrial evolution and Central-local government’s role impact. Then it looks into the details of industry policy and industrial park policy of Things relative to Industry 4.0. The report compares also the current initiatives led by Korea and Japan on advanced manufacturing technologies. Finally the policy implications for Korea are outlined and recommendations are made.
