중국의 사드배치결정에 따르는 경제적 피해를 최소화하고 일대일로 정책에 대응하고자 국내 해운물류기업의 해외항만진출 필요성이 증대되고 있다. 본 연구는 국내대표 항만인 인천항의 해외항만개발협력사업에서 우선 진출 대상국을 선정하기 위한 연구이다. 최근 3년간 인천항 이용 전체 교역국 138개 국가를 대상으로 기존 ‘해외항만개발협력사업 다변화방안 연구용역’(해수부, 2016.12)에서 제시한 국가전략사업, AIIB, ADB 추진 사업 등에서 중첩되는 43개 국가 중 인천항 이용국가 26개국을 선정하고 인천항에 적합한 우선 진출 대상국을 선정하기 위해 AHP분석을 활용하였다. 분석 결과에 따르면, 인천항의 물동량창출을 위한 해외항만개발협력사업의 우선 진출 대상국으로 베트남이 최적 우선 진출 대상국으로 선정되었다.

Domestic shipping logistics companies are increasingly required to enter overseas ports in order to minimize the economic damage caused by China's Sad deployment decision and to respond to the policy on a one-on-one basis. The purpose of this study is to select priority destination countries in the port development cooperation project of Incheon port which is the representative port in Korea. Among the 43 countries that have been overlapped in the national strategic business, AIIB, and ADB promotion projects proposed by the Ministry of Maritime Affairs and Fisheries (Ministry of Maritime Affairs, 2016.12) for the past three years, 138 countries in total trading nation- The AHP analysis was used to select 26 countries to be used and to select the priority countries eligible for Incheon Port. According to the results of the analysis, Vietnam was selected as a target country to enter into the best priority of the overseas port development cooperation project to create the volume of traffic at Incheon Port.
