본 연구는 현행 국립중앙극장의 성과평가지표가 가진 평가항목의 불균형을 해소하기 위하여 전문가 델파이 기법을 활용하여 국립중앙극장의 새로운 성과평가지표 개발을 시도하였다. 국립중앙극장은 2000년에 책임운영기관으로 전환된 최초의 국립 문화예술기관으로써, 지난 17년 동안 지속적으로 평가를 받아왔다. 그러나 그동안의 성과지표들은 국립중앙극장의 설립목적이나 극장장들의 운영목표인 예술성, 공공성, 운영효율성 세 가지를 모두 만족시키지 못하고 운영효율성에 초점이 맞춰져 있었다. 따라서 전문가 델파이를 통해서 세 가지 평가항목의 균형적 평가지표를 제안하고자 하였다. 1,2,3차에 걸친 델파이 조사를 통해 전문가들은 국립중앙극장의 성과를 균형적으로 보기 위해 예술성에 관련된 지표 4개, 공공성 3개, 운영효율성 3개, 만족도 조사 1개로 구성하는 것이 적절하다고 생각하는 것으로 나타났다.

The study aims to resolve the imbalanced evaluation indexes of National Theater of Korea(NTOK). NTOK is the first national cultural organization designated as an executive agency in 2000. Since 2000, NTOK has gone through performance evaluation every year. However, evaluation indicators have failed to meet three missions artistic value, publicness, and effectiveness of NTOK. Most of those evaluation indexes were focused on NTOK's effetctiveness. In order to pursuit the three missions of NTOK, experts in cutural and traditional fields were invited to the Delphi survey of this study to develop appropriate performance evaluation indicators for NTOK. Based on the Delphi survey, new performance evaluation indicators were proposed. They could balance artistic value, publicness, and effectiveness of NTOK. These experts have suggested that it would be appropriate to compose eleven evaluation indexes by four artistic value indicators, three publicness, three effectiveness, and one customer satisfaction survey, a compulsory indicator required by the Minstry of Interior and Safety.le of non-material and non-visible factors such as social trust or social network.
