이 연구의 목적은 특수교육 논문심사의 객관성과 투명성을 확보하기 위한 기준선정과 선정된 기준을 토대로 체크리스트 개발을 하는 것이다. 이를 위하여 1단계에서 문헌연구를 통하여 논문심사 항목을 정리하였다. 2단계와 3단계 그리고 4단계에서 논문심사 체크리스트를 전문가 3인이 검토를 거쳐 최종적으로 개발하였다. 그 결과는 다음과 같다. 1차 심사항목 5개 항목으로 지정하였고, 2차 심사항목은 20개 항목을 설정하였다. 이를 통하여 개발한 논문심사 체크리스트는 논문심사의 객관성과 투명성을 일정부분 확보할 수 있게 되었다. 그 결과 투고자들로부터 논문심사의 이의제기가 감소와 소모성 논쟁이 줄어들 것이라 예상된다. 결국, 논문심사 체크리스트 개발은 특수교육 연구논문의 질적 성장과 학문수준의 향상에 도움이 될 것이다. 왜냐하면 투고자가 연구논문을 투고하기 전에 사전에 체크리스트를 활용하여 자기평가를 할 수 있기 때문이다. 결국 개발된 특수교육 논문심사 체크리시트는 투고자가 사전검토를 통해서 논문의 완성도를 높일 수 있을 뿐만아니라 공정하고 객관적인 심사가 진행될 수 있다는 점에서 개발의 의의를 찾을 수 있다.

The purpose of this study is to develop a checklist for screening special education papers. For this purpose, the thesis review items were summarized through the first literature review. 2nd and 3rd thesis examination checklist Experts were reviewed. In particular, the validation of the checklist was verified by applying the checklist for the review of the theses developed in the course of the special education related journals. The results are as follows. The first screening item was designated as 5 items, and the second screening item was set as 20 items. In the end, the development of thesis review checklist will contribute to the qualitative growth of special education research papers. This is because authors can make self-assessments using checklists before submitting research papers. The fact that the contributor can improve the completeness of the thesis through prior review and fair and objective examination can proceed.
