16세기 활약했던 이지함은 『토정비결』의 저자로, 기인적 모습을 보인 다양한 설화로 잘 알려진 인물이다. 그는 성리학 뿐 아니라 불교와 노장 등 다양한 사상을 받아들였고, 민들과 어울리는 개방적 모습을 보인 인물이기도 하다. 이 글에서는 민생문제 해결을 위해 펼친 이지함의 경제개혁론과 그가 설립한 것으로 알려진 걸인청의 존재를 살펴보고자 한다. 이지함은 경제개혁을 위해 재원의 확보와 국가 수입의 증대를 강조했다. 그러나 무엇보다 주목되는 것은 그가 농업이 아닌 염업·어업·상업, 외국과의 통상 등을 통해 경제문제를 해결하려 했다는 점이다. 특히 이지함은 단순히 그 순간만을 모면하고자 하는 것이 아닌 문제의 근본적 해결을 지향했다. 또 자신의 생각을 직접 실천에 옮긴 점 역시 주목해야 할 것이라고 생각한다. 이지함의 애민사상과 관련하여 주목되는 것이 걸인청이다. 여러 방송이나 책에서는 이지함이 아산현감 재직시 걸인청을 설립하여 빈민을 구제했다고 설명하고 있다. 그러나 걸인청의 존재는 사료에서는 확인되지 않고 있다. 포천현감과 아산현감 재직시 이지함이 펼친 정책이나, 여러 행적들을 통해 그가 유민을 돕기 위한 어떤 행동을 취했음은 분명하다. 그러나 그것은 걸인청과 같은 공적인 성격의 기관은 아니었을 가능성이 높다. 오히려 걸인청으로 알려진 빈민구제 기관은 아산현감 이지함이 지역 유지들과 힘을 합친 사창이었을 가능성이 높다고 생각한다.

Lee Ji-ham(李之?), who was active in the 16th century, was the author of 『Tojeongbigyeol(土亭秘訣)』 and known for his eccentric aspects in various tales. He accepted a range of ideas including Buddhism and Taoism as well as Neo-Confucianism and was an open-minded personal that had interactions with common people. This study set out to investigate his economic reform theory to solve problems concerning public welfare and the existence of Geolincheong(乞人廳) known to have been established by him. Lee put an emphasis on the promotion of self-sufficiency and national wealth for economic reform. It is the most noteworthy that he tried to solve economic issues through the salt and fishing industries, commerce, and trade with other countries instead of agriculture. His approach was oriented toward the fundamental solution of issues rather than a temporary attempt to evade the moment. It is also noteworthy that he translated his ideas into his acts himself. It is Geolincheong that attracts attention with regard to his love for the people. Broadcasting shows and several books explain that he set up Geolincheong to relieve the poor while serving as the Hyeongam of Asan(牙山縣監), but there are no historical materials to confirm its existence. Judging from his policies and various achievements during his service as the Hyeongam of Pocheon(抱川縣監) and Asan, there is no doubt that he took an action to help drifting people. There is, however, a big possibility that it was not a public agency such as Geolincheong. The agency for the relief of the poor known as Geolincheong is highly likely to be Sachang(社倉) in which he worked together with community leaders in the Asan area.
