독일 제2제국과 청 제국은 오랫동안 각각 유럽과 중원의 눈으로 재단되어왔다. 그러나 유라시아 변경의 시각은 우리에게 이들 제국의 새로운 차원에서 들여다볼 수 있는 가능성을 열어준다. 유라시아 변경에 서서 바라볼 때, 독일 제2제국은 실패한 민족국가보다는 합스부르크나 러시아 제국과 같은 유럽의 내륙제국의 모습에 더 가깝다. 불안정성, 다공성, 이동성이 높은 유라시아 변경의 특징을 이용하여 독일인들은 평화로운 이주(동방정주)를 통해서든 폭력적인 병합(폴란드 분할)을 통해서든 서유라시아 지역 깊숙이까지 침투해 들어갈 수 있었다. 그 결과, 독일 제2제국은 인구의 약 20%가 슬라브계인 다종족 다문화 제국이 되었다. 유라시아 변경에서 보면 청 제국도 달라 보인다. 수많은 파쇄지대, 낮은 인구 밀도, 높은 인구 이동성, 높은 정치적 변동성을 만들어온 유라시아 변경지대의 지리적, 지문화적 특징은 인접 제국들에게 특별한 영향을 미쳐왔다. 유라시아 변경의 이러한 끈질긴 특징을 좀 더 중요하게 생각한다면, 신청사가들처럼 건륭제의 신장 정복을 성공의 역사로 쓰기는 어려울 것이다.

German Empire and Qing Empire used to be viewed from Western Europe and Zhongyuan(中原), respectively, for a long time. The viewpoint from the Eurasian frontier, however, leads us to new dimensions of perception on these empires. Revisited from Eurasian frontier, German empire seems to be more of an European continental empire comparable to Habsburg or Russian empire than a failed nation state. Taking advantage of the Eurasian frontier's traits, e.g., instability, porosity, and mobility, Germans could deeply penetrate into West Eurasian areas either through peaceful immigration(Ostsiedlung) or violent annexation(Polish partition). As a result, the German empire became a multi-ethnic and multi-cultural empire, with around 20% of its population being Slavic. The Eurasian frontier's geographical and geocultural characteristics, which has caused a lot of shattered zones, low population density, high population mobility and fluctuating political dynamics, had a special impact on the contiguous empires, especially Qing Empire. If we more seriously take into account the resilient features of the Eurasian frontier and the borderlands as in the Qing history, it may be hard to celebrate the Qianlong’s conquest of Xinjiang as a success story, as the New Qing History researchers do.
