본 연구의 목적은 초등학교를 운영할 때 학교장은 어느 정도의 자율성을 갖고 있으며, 학교장의 자율성을 제약하는 학교 내·외적 요인들은 무엇인지, 그리고 이를 해결할 수 있는 방안들은 무엇인지 살펴보는 것이다. 이러한 목적을 달성하기 위해 본 연구에서는 현직 초등학교 교장들을 대상으로 하여 비형식적 면담 방법을 사용하였으며, 그 결과가 시사하는 점은 다음과 같다. 첫째, 학교 자율화에 추진에 따라 자신들의 역할에 대한 학교 관계자들의 이해 및 인식 개선이 필요하다. 둘째, 예산 집행 등에 관한 규제 완화를 통해 어느 정도 자율적인 물품 구매 및 관리가 이루어지도록 할 필요가 있다. 셋째, 정부 및 시·도교육청 차원의 여러 시책을 줄이고 각종 규제를 완화하기 위한 계속적인 노력이 필요하다. 넷째, 정성 평가 반영 방안 마련 및 교장 공모제 확대 등 인사 제도 개선을 위한 노력이 필요하다. 다섯째, 교육자들의 자정 노력이 필요하다. 끝으로, 학교장의 자율적인 학교 운영 및 자율권이 아닌 학교의 자율적인 운영 및 공동체의 자율권에 초점을 두는 형태로 학교 자율화를 재개념화 하는 방안을 고려해볼 필요가 있다.

The purpose of the study is to examine principals’ power and autonomy in school operation, factors to restrict principals’ power and autonomy, and ways to resolve the restriction. For the purpose of the study, the researcher interviewed five elementary school principals using the informal conversational interview. The result suggests that with the policy enforcement on school autonomy, participants need to understand their roles and change their perception on the role. Second, it is impossible to grant the authority on budgets to elementary schools as the Attached Elementary School of National University of Education has, each school needs to have authority on execution of the budget through mitigation of regulation on the budget execution. Third, the government and the office of education make each school to take the lead in school operation and try to minimize policies imposed on schools by the government and the office. Fourth, policies on personnel system need to be changed to include the qualitative evaluation by principals and the principal open recruitment system. Fifth, educators make an effort to reform themselves for more transparent judgement and operation on schools. Finally, the concept of school autonomy centered on the principal’s role and power needs to be changed to that of the school community and school.
