본 연구는 안전한 학교란 무엇이며 안전한 학교를 위한 학교사회복지실천과 학교사회복지사의 역할을 모색하기 위한 탐색적 연구이다. 이를 위하여 국내에서 논의되고 있는 안전한 학교에 대한 정의와 외국의 사례에 대한 문헌 연구를 실시하였으며, 전국의 학교에서 근무하고 있는 사회복지사, 지역사회교육전문가를 대상으로 이메일 설문조사를 실시하였고, 초점집단 심층면접을 실시하였다. 면접대상자는 3년 이상 학교사회복지 경력자로 교육복지, we-start, 공동모금회 사업을 진행하는 5인으로 안전한 학교에 대한 정의와 학교사회복지사가 인식하는 학교의 안전 실태, 안전한 학교를 만들기 위한 학교사회복지사의 역할을 탐색하였다. 연구결과 안전한 학교는 물리적 안전 뿐 아니라 심리·정서적 안전의 의미를 포함하는 개념으로 인식하고 있는 것으로 나타났다. 즉, 범죄나 사고로부터의 안전 뿐 아니라 문화적 차별과 다양성을 인정하고 상호 존중하는 인격적 장의 마련과 이를 위하여 학교를 넘어선 지역사회, 가정 등 학생의 생태체계적 환경의 안전네트워크를 포함하는 것으로 학교사회복지사들은 인식하고 있었다. 대체로 학교의 안전도나 안전교육, 안전대책은 충분하지 못한 것으로 실태조사에서 나타났으며, 이를 위하여 학교사회복지사의 안전에 대한 민감성 증진과 함께 개별개입과 함께 교육자, 지역사회네트워크 구축, 중재자, 교육자 등의 역할이 강조되었다. 본 연구는 학교 안전에 대한 탐색적 연구이나 지금까지 안전한 학교에 대한 학교사회복지의 논의를 보다 더 확장시켜 나가며, 이를 실천 현장에서의 경험을 통하여 발전시키고 궁극적으로는 학생의 삶의 질 향상과 학부모나 지역사회가 신뢰할 수 있는 학교를 구축하는데 기여하는 초석이 될 수 있으리라 기대한다.

This work was an exploratory study that investigated what a safe school was and what the practice of school social work and school social workers' role was. For this purpose, We carried out literature review on the definition of the school safety, conducted an e-mail survey for social workers and local social education experts working at schools across the country, and carried out in-depth focus-group interviews. The interviewees were 5 persons who had some experiences with school social work, and were engaged in Educational Welfare programs, We-start programs, and community fund-raising activities. With them, we explored the definition of the school safety, the conditions of school safety that were recognized by school social workers, and the role of school social workers to keep school as safe environment. The study results indicated that they recognized the school safety as a concept which not only included physical safety but also included the meaning of psychological and emotional safety. In other words, the school social workers' perception on school safety included not only the safety against crimes and accidents, but also safety networks of ecological environments including local society and homes as well as schools where cultural differences and diversities were appreciated and mutual respect were acknowledged. The research on the actual conditions of school safety revealed that the safety of schools, safety education, and safety measures were not satisfactory, and the interviewees emphasized the importance of building network between educators and local society. The interviewees also emphasized the roles of practitioners and educators as well as the promotion of school social workers' sensitivity to safety issue. Though it was an exploratory study, this work was expected to further extend the debate on school social workers' role on safe school, and ultimately to build a foundation for promoting students' quality of life for making schools that could be trusted by parents and local society.
