본 연구는 총원조, 유상원조와 무상원조의 효과를 국민소득 성장률, 성장요소별 증가율에 미치는 효과를 분석하였다. 1961~2014년 OECD DAC자료를 활용하여 연도별 패널자료를 통해 분석한 결과, 국민소득 성장률이나 성장요소별 증가율에 미치는 효과가 원조의 형태별로 큰 차이를 보이고 있다. 추정결과는 다음과 같다. 첫째, 총원조는 단기나 장기 모두 경제성장에 유의한 긍정적인 효과를 갖는다. 둘째로, 무상원조는 장단기 모두 경제성장을 증대시키고 유상원조는 단기에는 경제성장 촉진 효과가 불분명하지만 장기에는 매우 큰 효과를 보이고 있다. 셋째, 유상원조와 무상원조는 장단기 모두 총요소생산성을 증대시키지만 그 크기는 유상원조의 크기가 월등히 크다. 마지막으로, 무상원조는 장기와 단기 모두 인적자본축적을 저해하지만 유상원조는 장기와 단기 모두 인적자본축적을 촉진한다. 이러한 추정결과는 원조의 개발효과성을 제고하기 위해서 수원국이 필요한 성장요소를 세밀하게 고려하여 원조 전략을 수립할 필요가 있음을 시사한다

This research analyses effects of total ODA, ODA grants and ODA Loans on an increase in GDP and growth factors such as physical capital, human capital, employment, and total factor productivity(TFP). The effects of ODA are varied depending on ODA types and time span. The empirical results are summarized as follows, using the annual panel data of OECD DAC from 1961~2014. Total aid has a positive effect on GDP growth in the long run and in the short run. ODA grants have the short and long run positive effects on GDP growth, whereas ODA loans have the long run large positive effects on GDP growth. Although ODA grants and loans have the short and long run positive effects on TFP, ODA loans have much larger effects than ODA grants. Finally ODA loans have positive contribution on the accumulation of human capital both in the short run and in long run, where as ODA Grants have negative impacts on human capital. The empirical results imply that the detailed and well defined strategies of ODA are required to enhance ODA effectiveness, the situations and development objectives of recipient country taken into consideration.
