DMZ는 역설적으로 중무장화 되었으며, DMZ 주변 지역은 개발되고 있다. 이러한 상황은 현재 고조되고 있는 한반도 군사위기의 위험성을 증폭시키고 있다. 2015년 현재 DMZ의 실질적 면적조차 정전협정 당시 약 992㎢에서 약 570㎢으로 줄어들었다. 다행히 2010년까지 한반도의 군사충돌은 과거에 비해 감소하였다. 하지만 경기 북부권 등 DMZ 주변지역은 지속적으로 인구가 증가하고 있다. 이는 DMZ 주변 지역의 개발이 수도권의 발전으로 인해서 활발히 진행되고 있기 때문이다. 본 연구는 DMZ 인근 지역의 개발 추세가 남한만의 현상이 아니라, 토지정리사업과 물길공사, 댐과 발전소 건설 등으로 북한의 DMZ 전연지대에서도 공통적으로 나타나는 현상임을 밝히고자 한다.
이를 통해 중무장화된 DMZ의 남북 주변지역 개발, 즉 개발지역과 화약고의 밀집이라는 역설적 상황을 절감하면서 서로의 이익에 맞는 정치적 결단과 교류협력의 지속을 통한 평화적 해법을 신기능주의적 접근을 통해서 도출하고자 한다. 기존 연구는 한반도 통합에 대해서 경제협력을 통한 정치통합으로의 진전을 꾀하는 기능주의적 해법에서 출발하여, 접경지대에 대한 평화적 활용방안에서도 접경지역의 평화적 개발과 군사적 신뢰구축, 접경지역의 평화지대화 등의 순서로 주되게 고민하였다. 하지만 이는 개성공단 사례에서 나타나듯이 실패하였다. 접경지역의 평화적 이용을 위해 현 시점에서 종전선언 등의 제도적인 정치군사적 신뢰 형성과 남북 교류협력의 재개, 동북아 차원의 평화적 관리 등이 병행되어야 할 필요가 있다.
The DMZ is paradoxically heavily armed, and there are being developed. This situation is amplifying the danger of the current military crisis on the Korean peninsula. As of 2015, even the actual size of the DMZ has been reduced from about 992㎢ to about 570㎢ at the time of the armistice agreement. Fortunately, military conflicts on the Korean Peninsula have been reduced by 2010.
However, the population around the DMZ such as Gyeonggi North region is continuously increasing. This is because the development of the DMZ area is actively proceeding due to the development of the metropolitan area. In this study, the development trends in the vicinity of DMZ are not only the phenomenon of South Korea but also the land consolidation project, waterway construction, dam and power plant construction in North Korea.
Through this, it is aimed to derive the peaceful solution through the new institutional approach by the political decision making and the interchange and cooperation which are suitable for the interests of each other while reducing the paradoxical situation of the development of the DMZ in the north and south. The preview researches are based on a institutional approach to the progress of political integration through economic cooperation on the Korean peninsula, such as In the peaceful utilization of the border area, peaceful development of the border region, establishment of military trust etc. However, it failed as shown in the Kaesong Industrial Complex case. For peaceful use of the border region, it is necessary that the formation of political and military trust such as declaration of the end of the war, the resumption of inter-Korean exchange and cooperation, and peaceful management at Northeast Asia level should be concurrently.
