이 논문은 국가가 자격 심사 없이 그리고 그 대가를 요구하지 않고 시민 개개인에게 일정한 액수의 생활비를 지급해야 한다는 기본소득론의 지성사적 계보를 추적해 그것이 빈부 격차에서 야기된 사회적 불행을 치유하려는 지식인들의 지적 전투의 역사적 산물인 것을 밝히려고 한다. 그리고 이를 통해 지난 세기 70년대 말 이후 자유주의 헤게모니에 도전해 새로운 대안을 제시하려고 했던 지성사가들이 발굴해 낸 공화주의가 기본소득론의 이념적 토대가 될 수 있음을 주장하려고 한다. 공화주의는 공동체의 공공의 복지와 공동선의 추구가 자유주의가 정당화하는 개인의 선택과 소유 행위보다 우선해야 한다고 믿는 정치적 이념이다. 이러한 공화주의는 서양 사회가 상업화 되어가면서 자본의 지배가 본격적으로 시작되던 근대 초에서 산업 혁명 시기까지 급진적 지식인들의 정치적 사회경제적 담론에 비판적 언어를 제공했다. 부의 편중은 공동체의 구성원들을 지배와 예종의 사슬로 얽어 매 시민적 평등을 갉아 먹음으로써 소수 기득권층의 사익이 공익으로 둔갑하고 급기야 공동체를 부패시킨다는 것이었다. 오늘날 자본 권력에 대한 사회적 저항력의 물질적 토대를 형성하는 것이 그 무엇보다 절실히 요구되고 이에 부응하는 것이 바로 기본소득이라고 볼 수 있다. 이를 통해 공동체의 구성원들이 굴종에서 벗어나 독립적 시민으로서 살아감으로써 공동체가 공익이 실현되는 명실 공히 ‘공공의 것’으로서 공화국이 될 수 있다. 본고는 이러한 관점에서 기본소득론을 공화주의의 지성사적 맥락 안에서 해석하려고 한다.

This paper investigates discourses of contemporary basic income and of it’s intellectual prototypes from Vives in 16th-century through Paine in 18th-century to Charlier in 19th-century to show that its core conceptions consisted of republican languages. Contemporary theories of basic income assert that state should pay the regular subsistence allowance for all citizens in cash unconditionally without any requirements for them to live in secure condition. This assertion is now discussed fiercely by social science researchers and politicians in many countries because the recent social polarization incurred by neo-liberalism and the expecting job crisis in the so-called fourth industrial revolution require its solution. Some scholars of basic income insist that republicanism justifies this scheme because its central tenet that civic liberty and equality for common good and public interest is to be achieved by material independence of citizens. They consider basic income as an effective means of fulfilling the republican citizenship of ‘non-domination’ and civic virtue.
