본 연구는 한진사태에 대한 비일관적 대응의 원인과 결과를 역사적인 경제개발체제의 형성 관점에서 분석하고, 향후 구조조정 및 경제정책의 조정에 대한 함의를 도출하고자 한다. 한진해운 사태는 국책기업의 몰락으로 인해 사회ㆍ경제적으로 천문학적인 여파를 낳았으며 앞으로 부실기업 구조조정에 있어서 선례가 된다는 점에서 분석의 의의가 있다. 분석방법으로는 시의성이 높은 주제인 만큼 주요일간지와 해운업 관련 보고서, 국정감사 회의록 등의 문헌분석을 통해 개발자유주의 체제 하의 유산이 어떻게 한진해운 사태를 촉발ㆍ가속화하였는지 분석하고자 한다. 이를 위해 관련 선행연구 검토와 함께 개발자유주의 체제가 어떻게 생성되었는지를 설명하였다. 이를 바탕으로 분석한 결과 한진해운 사태는 개발주의의 유산과 시장에 한발 떨어진 자유주의 경제운용이 결합되면서 발생하였다. 한진해운 내부에 존재했던 모순과 이에 대한 정부의 방관이 그 심각성을 가중하였음을 분석하였다. 이를 통해 정책적 함의로 개발자유주의 체제 유산을 넘는 새로운 국가-기업의 관계 및 결합양식이 필요함을 논의하고자 한다.

The study attempts to investigate causes and consequences of Hanjin Shipping Bankruptcy declared in February 2017, focusing on the evolution of developmental economic system. Hanjin bankruptcy has led to enormous financial and employment losses. Similar cases are awaiting. This case is worthy of critical review for future industrial restructuring. We conducted qualitative document analysis using newspaper articles, business reports, parliamentary hearing reports, and meeting minutes. We argue that a combination of the legacy of developmental regime and neo-liberalist features have triggered the incident. First, this study demonstrated the establishment process of the developmental liberalist regime. Second, under the developmental liberalist regime, we analyzed how the inherent problem of family-run chaebol and inconsistent response of the government had intensified Hanjin’s problem. In conclusion, this study discussed the necessity for establishing a new relationship with state-business and draw policy implications for future industrial restructuring.
