This paper aims to explore the nature of English Parasitic Gap Constructions and to offer an appropriate analysis for them. The paper attempts to provide a new analysis for English Parasitic Gap, based both on the multi-dominant structure of Citko(2005, 2011), Wilder(2008) and the Phase theory of Chomsky(2001, 2008). More specifically, this paper claims that the wh-operator merges with the subordinate verb and simultaneously with the matrix one to form a multi-dominant structure and that postulating the null operator for parasitic gap licensing becomes no longer necessary. The present hypothesis also accounts for why parasitic gap constructions do not show Island effects(Adjunct Island and Subject Island) and how the anti-c-commend condition, which is considered to be an ad hoc stipulation, can be eliminated.
