알카에다와 IS로 이어지는 테러거점 및 지하디스트의 연계구조를 와해시키기 위한 다국적 공동전선구축과 정책도입 및 대테러 연구가 지속되고 있지만, 테러발생 빈도는 증가하고 있다. 세계적으로 확산되는 테러리즘에 대응전략을 수립하기 위하여 무슬림의 원리주의 신념이나 이슬람 살라피스트의 행태를 분석할 필요가 있다. 본 연구에서는 시리아내전 이후에 지속적으로 발생되는 지하드 테러 및 지원체제를 중심으로 이슬람 극단조직의 생태를 확인하고, 테러리즘의 원인분석을 통하여 대응전략을 모색하였다. 특히, 지하드의 개념을 중심으로 테러요인과 테러집단의 이념 및 가치체계에 대한 분석을 집중하였다. 세부적으로 2016년 터키와 유럽의 테러사건을 조망하고, 중동 사회갈등에 따른 유럽 이주민 사회의 급진적변화와 IS 연계가능성을 확인하고 시사점을 도출하였다. 현실적으로 유럽의 무슬림이주자는 이슬람을 통한 정체성을 확보하고, 열등적인 사회현실을 극복하는 선택으로 지하드에 참여하게 된다. 결국 사회갈등과 체제 불안정이 테러리즘의 빈도와 상관관계가 있다. 이슬람원리에 대한 의미를 종교적 가치의 순수 성회복 차원에서 해석해야 할 시점이다. 한편, 유럽국가의 대중 동정책에 대한 책임성 확보와 패권주의에 대한 인식의 제고가 필요하다.

Major European countries have been having reflected the anti-terrorism explicitly and increases its influence of hegemony in the Middle East Islamic society. The geopolitical stances of Europe towards the Middle East have been seen in similar paths the America since 9·11 terrorism. Critical vulnerability to Islamist terrorism stems from several factors. Finally, there is evidence that security and social integration in the refuge receiving countries are overwhelmed by the scale of the threat. Islamic the extreme explication on Islamic thought must debate among the leading Sharia board and get proper Fatwa and Western European countries managed to get through testimony to the professionalism of its security of the society.
