본 연구는 정책기조의 개념을 재정립해 보려는 시도에서 출발한다. 학계는 물론 정책 현장이나 언론 등에서 일상적으로 사용하고 있는 `정책기조` 용어에 대한 개념 정립을 위해 정책학 등 사회과학 분야 연구자들이 작성한 25편의 연구논문들을 대상으로 개념요소(핵심개념, 기능과 역할, 구조와 내용, 식별근거)에 따라 내용 분석하였다. 그 결과 핵심(또는 대체) 개념으로는 정책의 기본방향, 기능과 역할은 정책의 내용과 과정 결정의 근거를 제공하며, 주요내용으로는 이념적 사상적 방향에서부터 세부 정책기조까지 다양하고, 식별 근거는 공식적 의사표시 외에 특정 정책으로부터 추론해야 되는 경우 등이 있었다. 분석결과를 토대로 정책기조의 개념을 `정책의 내용과 과정을 지배하는 관념적 틀과 기본 방향`으로 재정립하였다.

The purpose of this study is to redefine the concept of policy paradigms. The 25 research papers written by researchers in social sciences such as politics and public administration are analyzed in order to establish the concept of policy paradigms that are commonly used in academia, politics, and the media. The analysis criteria are core or alternative concepts, functions and roles, structures and contents, and the basis for identification. Based on the results of the analysis, the concept of policy paradigms is redefined as `the ideological framework and basic direction governing the content and process of policy`.
