`Subject`, as protected ones, organized by the ruling power, were imagined through the `king-subject=father-son` frame of relationship, and such frame had functioned as a ruling ideology in maintaining a kingdom a long time. Yet with the country`s(Joseon`s) entrance into a modern world order, and the process of accepting modern concept of sovereignty, the ideological relationship between the king and the subjects were starting to show difficulties in covering all the national entities under the dynasty`s authority, especially with the occurrence of the Imo year military revolt. Yu Gil Jun`s 『Seoyu Gyeonmun』 was a book that suggested some systemic answers to that problem. Yu Gil Jun thought about how Joseon could maintain its independent sovereignty, inside a new modern world order, and the answer he suggested was to re-imagine the `ruled` through a modern concept of sovereignty. Within the concept of modern national sovereignty, the defined quality of `outward sovereignty(sovereignty recognized by the outside)` would have to need a new definition of how the `inward sovereignty(sovereignty acknowledged by the inside)` would operate and how that inward sovereignty would involve the `people`. `Subject`, who had been defined as protected ones according to the `inward sovereignty` were also newly defined as an independent people merged with all the facets of capitalist movements behind the `outward sovereignty`. The King was defined as the one of ultimate power, and it signaled that the sovereignty generated in that case would be a singular power source, and that the `people` would become a group organized by that power. Yet the fashion of such power`s operation were redefined by the `outward sovereignty`, which was being shared by all the countries in the world. Yu Gil Jun`s concept of a `people` showed a transformation from the traditional ruling ideology of `king/subject equaling father/son` frame, to a new modern ruling ideology composed of a relationship between the `people` and a government. Before the discussions were launched regarding creating a new political structure and sanctioning the general rights to participate in politics, Yu Gil Jun`s concept of `people` was designed to turn their own private actions into people ones(national ones) through the government, which was designed as the epitome of modern administrative power. The modern sovereignty and the people were linked to each other through the administrative power of the government, and Yu Gil Jun`s `people` concept was linked to the national sovereignty through its(the people`s) relationship not with the king but now with the government. The government became an important devise to link the sovereign entity and the people, in its own defense of the national sovereignty which came to harbor dual meanings.
