오늘날 심화되고 있는 세계화는 국경을 넘는 이주의 증가와 함께 국민국가의 고권(高權)을 흔들고 있다. 이에 따라 국민국가 내에는 새로운 지위를 가진 사람들이 많아지고, 국제규범과 협력이 강화되면서 국가의 고유한 의사는 타협의 결과물이 되었다. 이에 따라 국가의 권위는 의심되고, 국민이 아닌 사람들에 대한 관심이 증가하면서 문화적·정치적으로 단일한 것으로 간주되던 국민은 다양한 계층으로 분열되었고, 국가 내에 새로운 정치적 공동체들이 발생하였다. 주민은 국가라는 단일한 권위체 속에서 제도적으로 보장되는 국민의 범위를 넘어서는 새로운 삶의 형식이 존재함을 의미한다. 그것은 현실의 삶 속에서 직접적 관계를 기초로 하는 연대와 참여의 모습으로 형성되는 삶의 형식 속에서의 주체들을 묶어내는 새로운 범위이다. 국민은 시민적 지위를 국가 내의 구성원들에게로 확대시켰지만, 시민적 지위는 제도적 보장에 따른 권리로 전락하였고, 참여와 연대를 통한 투쟁이라는 삶의 모습으로서 시민성을 잃어버리게 만들었다. 오늘날 국가적 단일성에 대한 성찰은 그동안 국민이라는 이름으로 간과되었던 시민성을 주민권을 통해 새롭게 고찰할 수 있게 한다. 또한 참여의 과정을 통해 생활세계에서 구체적 삶을 살아가는 주체로서 자연인에게 부여되는 시민의 권리로서 주민권에 대한 논의는 궁극적으로 공동체의 범위를 확대하고, 공동체를 중첩적으로 형성하도록 함으로써 오늘날 다양한 갈등에 적극적으로 대응할 수 있도록 할 것이다.
Today, the Deepening Globalization does imperil the Nation`s Authority and increase cross-border migration. Thus people who have the new status in the nation are increasing, And the Nation`s Sovereignty is be one of them because the international norms and cooperation is strengthen. The people, considered as the one in the culture and politics, is spilt as various class. And the new political communities have occurred, because the Authority is suspected and the concern about aliens who live is increasing. The emergency of inhabitant means that there are new life styles, beyond the scope of the nation people which is institutional guaranteed in a single authoritative organization as a Nation state. New scope of the subject in the type of life is being created is based on the solidarity and the participation of communities. The state makes all the people in the nation become the status of citizens. And as the result, the civil status is reduced to institutional security rights, loses the struggle through solidarity and participation in the real life. The reflection on the National Unity made citizenship, and it causes that the power of inhabitant, which made the citizenship, is overlooked in the name of the nation people. In addition, the discuss about the power of inhabitants, as citizen`s rights is granted to the natural person which is participate in real lives as the subject is expanded the scope of communities members, makes many layers in the communities. As a result, it can actively respond to various conflicts of today.
