삼국시대 임진강은 고구려와 백제 및 신라의 경계 지대였다. 따라서 주요 도강 지점을 중심으로 삼국 대립과정에서 축조된 많은 성곽이 있다. 임진강을 중심으로 방어체계가 형성되기 시작한 시기는 정확히 알 수 없다. 다만 기록과 고고학 자료를 고려하면 대체로 5세기경부터 시작되었을 것으로 추정된다. 4세기 후반 고구려와 백제의 전쟁은 주로 예성강 유역에서 발생하였다. 하지만 4세기 말에서 5세기 초에 들어서면서 전투지역이 임진강 유역으로 확대되었다. 특히 임진강 북쪽 마식령산맥(임진북예성남정맥) 일대가 격전지였다. 산줄기를 관통하는 고갯길을 중심으로 방어선이 형성되었던 것으로 추정된다. 5세기 후반 경부터 고구려는 임진강의 도강처에 보루라 불리는 관방시설을 축조하기 시작하였다. 한강 유역으로 진출하는 교두보를 구축한 것이다. 이후 7세기 전반 경 신라가 임진강 유역에 진출하여 임진강 남안 지역에 성곽을 축조하였다. 그 결과 임진강 북쪽의 고구려와 그 남쪽의 신라가 서로 대치하는 상황이 나타나게 되었다. 이러한 상황은 나당전쟁기까지 유지되었다. 임진강의 관방은 나루나 여울 등 대부분 도강처에 축조되었다. 교통로를 상호견제하기 위하여 축조되었기 때문이다. 그 중에서 덕진산성은 임진강 유역에서 한강 하구에 가장 가까운 성곽에 속한다. 한강 하구와 임진강 수로는 물론 육로도 통제할 수 있다. 고구려와 신라의 전쟁 원인은 한강하구와 경기만의 제해권을 차지하기 위한 경쟁과 관련되었다. 따라서 한강하구를 통제할 수 있는 덕진산성의 전략적 가치는 점차 높아졌다. 호로고루에서 덕진산성에 이르는 지역이 방어의 핵심지역이 되었다.
The Im-Jin River(臨津江) was on the border between Koguryo(高句麗) and Baekje(百濟), Shilla(新羅) during the Three Kingdoms period. Lots of Fortresses were built along the places of crossing the river in the conditions of political conflict. It is believed that the defense system came into the Im-Jin River approximately in the 5th century considered with historical documents and archeological evidence. In the 4th century, the territorial dispute between Koguryo and Baekje was mainly broken out through the Ye-Song River(禮成江). But the war was expanded into the Im-Jin River during the late 4th and early 5th century. The northern mountains from the Im-Jin River, called MaShik-Leong Mountains(馬息嶺山脈), were the intense battle fields of war. From the late 5th century, Koguryo started to construct the fort at the sites of crossing the Im-Jin River to secure a bridgehead to Han River(漢江). In the first half 7th century, Shilla advanced to the Im-Jin River and made up the fortresses in the southern places of it. The situation of confrontation between two kingdoms was kept until the Tang China-Silla war. The fortresses in the river were located mostly at the ferries or the neck of the rapids to control the traffic route mutually. Likewise, Dukjinsanseong Fortress(德津山城) situated in the Im-Jin River which one is the nearest from the mouth of Han River. The competition between two kingdoms to take the control of Han River and the bay of Gyeong-gi(京畿灣) was one of the main reasons of the war. Therefor, the value of Duk-Jin Fortress was increased with the possibility to observe on the mouth of Han River as well as the traffic route of Im-Jin River. Besides, it was the key line of defense from Duk-Jin Fortress to Horogoruseong Fortress(瓠蘆古壘城) in the Im-Jin River.
