이 글은 북핵위기를 하나의 경험적 사례로 분석함으로써 기존 연구에서 간과되었던 세계정치에 현존하는 안보 딜레마 논리를 보여주고자 한다. 많은 이들이 `북핵 위기`의 원인 제공자로 북한 또는 미국을 비난하지만, 이 글은 `북한위협론`이나 `미국위협론` 모두 북핵위기를 설명하기에는 불완전하며 편파적인 것으로 본다. 위기를 보다 포괄적이고 덜 편파적으로 이해하려면 이러한 정반대의 가설들을 하나의 북미 간 전략적 상호관계를 고려하는 동적인 모델로 통합해야 한다. 다시 말하면, `북핵위기` 그 자체는 북한과 미국이 각각 상대의 능력과 의도에 대해 확신하지 못하는 가운데 행위하면서 산출한 안보 딜레마의 표출이다. 안보 딜레마는 사회적 관계를 악화하는 방식의 정체성에 의해 행동이 좌우될 때 발생한다. 요약하면, `북핵위기`는 미국과 북한의 행위와 정체성이 부정적으로 상호증폭되는 과정에 의해 형성된 것이다. 따라서 `북핵위기`가 안보 딜레마의 표출이라는 현실과, 이를 극복하기 위해서는 긍정적 상호작용이 필요하다는 것을 인정하는 것이 핵 위기를 끝내기 위해 필요한 긴 여정의 첫걸음이 될 것이다.

This article analyzes the North Korean nuclear crisis as an empirical case that reveals the security dilemma logic present in world politics that is overlooked in conventional understandings. Although many typically blame either Pyongyang or Washington for the crisis, this article argues that both the "North Korean threat" thesis and the "U.S. threat" thesis are incomplete and partial as an explanation for the North Korean nuclear crisis. A more comprehensive, and less partial, understanding of the crisis can be achieved by synthesizing the antithetical hypotheses into a dynamic model that takes into account the strategic interactions between Pyongyang and Washington. In other words, the crisis itself is a manifestation of the security dilemma logic that North Korea and the United States have produced, acting under uncertainty about each other`s capacity and intention. And the security dilemma itself has ensued because their behaviors are guided by their identities in a way that exacerbates their social relationship. The North Korean nuclear crisis is, in short, constituted by destructive interactivity between their behaviors and identities. To acknowledge the reality of security dilemma and the necessity of positive reciprocity would be the necessary first step in the long journey toward ending the nuclear crisis.
