아동권리실현에 있어 참여는 간과되어서는 안 될 가장 중요한 요소이자 원칙 이다. 이에 본고에서는 유엔아동권리위원회가 채택한 일반논평을 기반하여 유엔 아동권리협약 제12조에 담겨있는 아동참여의 의미와 적용방안, 그리고 아동권리 스스로 지킴이 사업의 수행과정에서 습득한 경험을 사례로 다루고자 한다. 아동 의 참여권을 증진하기 위한 활동은 계획된 순서와 범주에 따라 진행되기 보다는 참여 아동들의 변화와 성장에 발맞추어 유연하게 진행되어야 하며, 단기적 성과 보다는 중장기적 영향(impact)을 고려해야 한다. 또한 아동 참여권 보장을 일상 화, 제도화하기 위해 아동권리에 대한 전문기구 설립, 아동과 함께/아동을 위해 일하는 모든 전문가에게 교육훈련 제공, 법적 근거를 두고 정기적으로 효과 평 가, 대중매체 등을 통해 아동참여권 증진을 위한 인식변화 촉구 등이 요구된다.

The child`s right to participation is the most important element and principle that should not be overlooked. The purpose of this article is to discuss the meaning and application of child participation in Article 12 of the UN Convention on the Rights of the Child, especially based on the general comments made by the UN Committee on the Rights of the Child. In addition, it also explains how children`s participation project `childvoice` applies these meanings. Projects or activities for promoting the participation of children should be proceeded flexibly, keeping pace with the change and growth of the child, rather than according to the planned schedule. In addition, the UN Committee on the Rights of the Child recommends that: 1) establishment of a specialized agency for children`s rights 2) providing education and training for all professionals who work for/with children 3) regularly assessing effectiveness on a legal basis 4) promoting awareness change to promote children`s participation rights through mass media.
