2014년 멕시코의 에너지 개혁으로 인하여 한국 기업이 멕시코 에너지 산업에 진출할 수 있는 기회가 확장되었다. 멕시코 에너지 사업에 진출할 때, 해당 산업의 선두주자이며 국영기업인 페멕스(PEMEX)와 합작 내지 제휴를 통한 진출 전략을 고려할 필요가 있다. 이에 합작 내지 제휴 파트너로서의 페멕스의 잠재성에 대한 본격적인 평가의 사전 연구로서 그 적합성을 살펴보고자 한다. 조사 결과 페멕스는 합작 제휴 파트너의 과업관련 기준과 파트너 관련 기준 모두에서 한국 기업에 대한 파트너로서 적합성이 발견되었다. 이론적 근거에 의하여 파트너 선정의 과업관련 요인과 파트너관련 요인은 신뢰도와 몰입도에 영향을 주리라 예측되며, 몰입도 보다는 신뢰도에 대한 영향이 상대적으로 크게 되어 궁극적으로 합작 제휴 성과에 영향을 미치리라 예상된다. 그리고 페멕스의 자율성이 궁극적으로 성과에 영향을 미치는 하나의 요인이 될 수 있다. 그러므로 한국 기업의 페멕스와 국제적 합작/제휴를 통한 긍정적 성과를 산출하기 위하여 진출 부문 선정을 포함한 수익 배분 및 향후 계획에 대한 면밀한 분석과 대응 방안을 고려할 필요가 있다. 또한 현 시점에서 페멕스의 자율성이 명확하게 확보되지 않은 상황을 고려할 때, 자원의 몰입수준이 높은 합작투자형태 보다는 자원의 몰입수준이 상대적으로 낮은 전략적제휴가 위험을 낮출 수 있는 초기 진입전략으로 더 적합한 대안이 될 수 있다는 경영상의 시사점을 도출하였다.

Mexico energy reform is expected to enable Korean firms to expand their operation by entering Mexico`s energy industry. When entering Mexico energy industry, Korean firms need to consider the possible alliance with Pemex, a leading firm in the industry as one of entry strategies. As a preliminary study for exploring potential as an international alliance partner, this study tries to examine its fitness to the strategic characteristics of Korean firms. This study finds that Pemex has a certain level of capability and reputation required as an alliance partner. Task related criteria and partner related criteria are expected to affect the trust and the commitment to the alliance, which lead to affect the performance of alliance. In relation to this, the impact of trust on the performance seems to be stronger than that of commitment. In addition, the autonomy of Pemex from the government is analysed to be a factor to affect ultimately the performance. Therefore, Korean firms need to examine closely on choosing of specific business line and the conditions of contract including profit sharing and future plan especially focusing on whether they are controllable in the course of alliance. This study also concludes that strategic alliance required of the lower level of resource commitment rather than the joint venture required of the higher level of resource commitment is more suitable entry strategy at the initial stage of investment when Korean firms enter into the energy sector of Mexico. It is based on the analysis that the autonomy of Pemex has not been secured yet as of present, during the investigation period.
