연대와 민주주의는 사회적 경제가 지향하는 핵심 가치이다. 하지만 그것들은 체계의 기능 맥락과 거기에서 벗어나고자 하는 규범 맥락 사이의 충돌과 긴장 속에서 실천된다. 이 글은 사회적 경제 활동가들과의 인터뷰를 통해 그와 같은 두 맥락들 사이의 역동적 길항관계 속에서 연대와 민주주의의 문제에 접근하고자 했다. 분석 결과 사회적 경제의 실천 속에서 연대와 민주주의의 규범 맥락은 경제의 체계논리, 신자유주의 탈복지국가 시대 국가의 리스크 관리와 복지 공백에 대처하기 위한 기능적 보완 논리 안으로 흡수·종속될 가능성에 항상적으로 노출되어 있었다. 하지만 또한 사회적 경제 활동가들은 이에 맞서 사회적 경제를 재의미화하고, 복지를 사회적 경제에 전가하고자 하는 국가의 의도에 저항하며, 사회적 경제를 정치적인 것의 영역과 접합하고자 하는 시도들을 통해, 끊임없이 연대와 민주주의의 규범 맥락을 복원하고자 하는 시도들을 전개하고 있었다. 이렇게 볼 때 연대와 민주주의의 규범 맥락에만 주목하여 사회적 경제를 자명하게 긍정적인 것으로 전제하거나, 그것의 기능 맥락에만 주목하여 사회적 경제를 단순히 체계의 기능적 보완물로만 보는 비관론을 넘어, 두 맥락들이 경합하면서 그려내는 사회적 경제의 복합성과 역동성을 주목할 필요가 있다.

Solidarity and democracy are the core values that the social economy is aiming for. However, they are practiced in tensions and conflicts between functional logic and normative one associated with the practices for achieving the both values. This paper aims to investigate these tensions and conflicts by exploring social economy activists` understanding of solidarity and democracy. Six social economy activists were interviewed in June, 2016. The main results of the analysis are as follows: On the one hand, normative aspects of solidarity and democracy, which are understood by the activists, are at higher risk of being captured into the functional system logic in the era of neoliberalism or post-welfare state. In this sense, the values of solidarity and democracy in social economy are likely to be deployed as functional supplements for the government`s management of risks derived from growing economic inequality and the welfare budget-cut. On the other hand, activists continuously resist to this tendency in order to rehabilitate normative dimension of social economy. They challenge the government`s definitions of `social economy` and `social,` and redefine these terms with emphasizing their normative and critical dimensions; they resist to the government`s intention to pass its` traditional responsibility for welfare onto social economy organizations; they continuously try to combine their practices with broader political struggles. These results demonstrate that social economy is a kind of battlefield in which the functional system logic of the state power and the logic of normative resistance to it compete and struggle with each other. In this sense, we need to pay attention to these dynamic tensions and conflicts between these two logics operating in the practices of social economy, beyond both presumed optimism and pessimism about the practices of social economy in achieving resistant solidarity and democracy.
